LOCATION: ALAMO CITY HALL  IN ATTENDANCE: Mayor, Pam Lee, Patricia Woodard, Steve. Jones, Laura Brownley Bobby Cox,  Geoffrey Villegas, City Manager, Jeff Floyd and City Clerk, Marie Carrillo.  ABSENT: Dondrea Geter  EXECUTIVE SESSION (employee matters & litigations) - started executive session  5:30 pm. Woodard would take minutes from Executive session. 1. Call Meeting to Order - Lee called to order @ 6:13 pm.  2. Invocation - Jeff Floyd 3. Pledge of Allegiance  4. Approve minutes from 11/14 Regular Meeting - Woodard made the motion to approve, 5. Approve Agenda - Brownley made a motion to approve, Villegas 2nd, unanimously 6. C.A.M.P Grow Representative- - proposal is attached. Jones made a motion to table until  more information, Brownley 2nd, unanimously approved.  OLDI BUSINESS  8. Eastside Park Update - Floyd stated that the surveying & locating has been done. 9. Money forl ESP Projects - Brownley made a motion to take $100,000 out ofGF Savings and move to the ESP account, Villegas 2nd, and Jones approved. Cox and Woodard 10. City Hall Update - Floyd stated that they are working on what was pointed out during the 11. New City Hall Technology - Need 41 laptops, 5 dockings for laptops, 3 desktops w/ monitors and 4 printers. Brownley makes ai motion for approx. $12,000 out of SPLOST to order,  opposed but passed by majority.  walk through. Waiting on bids for a fire system.  Woodard 2nd, unanimously approved. 12. City Hall Open House - will revisit topic.  13. Brick Engraving Update - Woodard makes ai motion to suspend the project because the  bricks are too old for engraving, Jones 2nd, unanimously approved.    14. Adopt 2023 Tax Millage Rate-8 8.177; Brownley makes a motion to adopt, Villegas 2nd 15. Adopt Burn Ordinance - Woodard motion to adopt the ordinance with the new change, with the first violation being a warning, Villegas 2nd, unanimously approved. 16. Cintas Agreement = current agreement inj place because it was an automatic renewal. 17. Garbage Bids - Woodard made a motion to keep Republic because they have been good to the city. No one. 2nd so motion dead. Jones made a motion to go with Ryland, Villegas 2nd and Cox approved. Woodard and Brownley opposed the motion but passed by  unanimously approved.  majority vote. NEW BUSINESS  18. Annie Bess Christmas Bonus - Brownley made ai motion to not give it because she is not an employee, Cox 2nd, Jones and Villegas approve. Woodard opposed buy passed by  majority.  19. Request to rename portion of 2nd Ave. to Edna Coats Terrell - Woodard will talk to the 20. Water & Sewer Recommendations: - Floyd stated that when the W/S Committee met they have a quote for parts and repairs to the UVI lights at WWTP. Brownley made a motion to accept the bid from Southeastern Environmental, Cox 2nd, unanimously  neighbors. Tabled until next meeting.  approved.  21. Approve 2024 Council Meetings - Jones made ai motion to approve the meetings with the change of. January meeting being the 2nd Monday, January 8, Cox 2nd, unanimously  approved.  22. Approve 2024 Holiday Schedule - Jones made aj motion to approve, Brownley 2nd, Cox and Villegas approved. Woodard opposed because oft too many days but passed by majority 23.. Approve 2024 Committees - Jones would like to keep the 2023 committees through January of 2024 and starting February have work: sessions 2 weeks prior to the monthly meetings to: see how it goes.. Jones made a motion to table the topic until. January 8 meeting, Brownley 2nd, unanimously  vote.  approved.  24. City Managers Report - Reportattached.  25. Fire Report-I No Report  26. Police Report - Report attached. Also, Sgt. Ricks asked for a Scanner (to scan in evidence) and 3 door strikes for the PD. Will get with ADT on what it will take to add.
