MINUTES- COUNCIL METING-MONDAL, SEPTEMBER 21, 2020 - 6:00 P.M. LOCATION: ALAMO COMMUNITY CENTER IN ATTENDANCE: Mayor Pamela Lee, Bobby Cox, Dondrea Geter, Steve. Jones, Harry Lewis, and Thomas Lott. 1. Invocation - Jeff] Floyd 2. Pledge of Allegiance 3. Approve Minutes from 8/17 Regular meeting, 8/21 and 9/14 called meetings - Jones made the motion to approve the minutes, Cox 2nd, unanimously approved. 4. Approve Agenda - Geter added Mentorship Program under New Business (#14) and Speed bumps under Old Business (#9). Geter made the motion to approve the agenda with additions, Lewis 2nd, unanimously approved. OLD BUSINESS 5. Reopen Asphalt? - Geter made the motion for the asphalt to remain closed and will revisit during the October monthly meeting, Lott 2nd the motion, unanimously 6. Part-time street employee & Extra weekend patrol - Cox made the motion to keep employee Chancey until at least the end oft the year, Lewis 2nd, unanimously approved. Extra weekend patrol - Lott made the motion cut out the extra 8-hour patrol shift on Friday night, Saturday night & Sunday night effective immediately, Cox 2nd, unanimously approved. 7. New City Hall - the old city hall has cracks and water is starting to seep through the cracks ifal lot ofrain falls. Jeffhas patched some ofthe bad areas, but some repairs will need tol be done. Cox would like to. just add on to the old city hall and make the necessary updates needed. Jones suggested the roof to the old pharmacy needs to at least be fixed and need to get prices. Floyd stated that the city will know more when the budget is discussed whether it 8. Old Rec. Dept. Update - The quote from the contractor is attaçhed. Geter asked about putting a fence up around the basketball court. Attorney Clark suggested that the city council needs to look at the budget first and see ifiti is feasible to put a fence up and/or start some 9. Speed bumps - looking to add speedbumps on E. Railroad and Cherry Drive. Lewis made approved. is feasible to build a new one or repair the current city hall. minor repairs to rec. department. the motion to put out speed bumps, Geter 2nd, unanimously approved. NEW BUSINESS 10. Customer Appreciation Day - Will be held the 2nd Friday in October (October 9) from 9am -4j pm. The citizens will receive a goodie bag which will include hand sanitizer, masks, hand 11. Trunk or Treat, School Fall Festival & Christmas in the City/Parade- - Trunk or Treat will be held on Saturday, October 31 from 6-8 pm. Lott made a motion to approve, Geter 2nd, unanimously approved. School Fall Festival is still unsure right now due to COVID concerns. Christmas in the City will be on Saturday, December 5 from 1-6 pm and the Christmas Parade will begin at 6 pm from the Rec. Department. Cox made the motion to approve the Christmas 12. City Manager Report - Report attached along with Fire report. Floyd made the recommendation to put the old green city truck up for bids. Lewis made the motion, Lott 2nd, unanimously approved. On the Fire Report, Chief Chaney is requesting that the lights on Engine 1, which are failing, tol be updated to LEDs. The cost will be $2,755.80 and could come out of SPLOST. Cox made the motion to approve, Jones 2nd, unanimously approved. 13. Police Report - Report attached. For the month of August, the PD answer approx., 432 calls, issued 18 citations, 1 warning and done 15 reports. Mayor Lee asked the PD Chiefa question concerning tickets being written toi individuals for not making a complete stop at ai red light before making a right turn. Chiefresponded that red means stop and state law says that a vehicle must make a 2-3 sec. complete stop at a red light before they can make a right hand turn unless 14. Mentorship Program - Geter said he would like to maybe after COVID and maybe ifit gets back to normal, maybe start up a program where adults can volunteer to help mentor children. PUBLIC PARTICIPATION: - Johnny Moore - asked CM. Jeff to see ift the city could help with al back driveway off Railroad to his property that is narrow. Jeff replied that the city could help with adding dirt to make it wider ift the pipe is already there. Ifnot, it could be an extra for him ifa aj pipe must be added. Joshua Simmons - asked about the City of Alamo communication source besides Facebook. Jeff Floyd responded that the city has already started the process of getting the website. started. - Simmons would also like to have open bids instead ofs seal bids. He just believes it is more open to the public. Floyd stated that it can cost the city more by doing open bids instead of seal bids. - Simmons asked about a vehicle for part time and the city hall employees since all the full time have a vehicle. James Lee - asked about a vehicle for the clerks at the city hall. Following executive session, Lewis made the motion for the city to pay to pay all ofR. Bryant insurance premiums for the month of Sept., Lott 2nd, unanimously approved.
