Adairsville Council Meeting Minutes February 8, 2024 Council Meeting City of Adairsville 116 Public Sq Adairsville, Ga 30103 MINUTES Present for the meeting: Mayor Kenneth Carson Mayor Pro Tem Lee Castro Councilmember Alan Towe Councilmember Erwin Holcomb Councilmember: Brandey Jenkins Also present: City Manager, Pam Madison; Police Chief, Mike Jones; Community Development Director, Brady Hammonds; Attorney, Brandon Bowen; Marketing and Events Director, Autumn Lester; Public Works Director, Caleb Martin; City Clerk, Lisa Prior to the start of the City Council meeting, the Mayor, Council, and staff welcomed guest and enjoyed refreshments to celebrate the City's 170th anniversary. The Mayor spoke of the incorporation date of February 8, 1854 and talked about the hard work, family bonds, and history in Adairsville and said "The best is yet to come". They further requested that privacy trees were planted if this item was passed and John Wilson of 29 CCC Rd Adairsville spoke as the property owner and said the property is almost 3 acres. He further said that there is no guarantee that there will be 72 cars at the development and that not everyone will be coming and going at the same time. They further said Pamela Wilson of 29 CCC Rd Adairsville and property owner said she has lived and raised her children in the city limits and would love to offer a place for people who want Jim Pinkard, owning property at 2386 Hall Station Rd, adjacent to the proposed development site requested the Council vote no to rezoning. He stated it's not sO much about traffic. Mr. Pinkard stated that while the Mayor and Councilmembers were running for reelection, they spoke on the radio about preserving the quality of life. Mr. Pinkard stated he envisions people walking through their neighbors' yards and disturbing their Taylor Forsyth of 14 Creekside Lane Adairsville addressed the Council by saying he represents the Wilson's and said to put 8 houses would require 100' yard. The lots will require 80-90 thousand additional dollars to be invested in the lots before houses are Mr. Forsyth further stated that they would agree to a development agreement or agree to table the item and have a community forum with concerned neighbors to form a working Jason Kisz, the applicant, of 136 Santa Anita Trail Woodstock said he would like to work with neighbors. He said he is a quality builder and asked the Council to vote yes. He Anthony Johns of 49 Barnsley Village Drive addressed the Council and said people only show up when it affects them. He stated the roads are narrow. Mr. Johns further stated ifwe never start somewhere we never get anywhere. Single family homes don't help to develop the city, we need to have multi-family houses. There are not enough places for people to live. The traffic is not that bad in my neighborhood, and we have over 100 Mayor Pro Tem Castro asked for a ball-park price for these proposed town homes. Taylor Chad' West of 120 Kuhlman St. Adairsville said he'sr not agreeing to throw this much chaos at once. Mr. West compared this development to other developments ini the city that have David Green asked how much this will cost and other staff reiterated $250 thousand. that many people will increase traffic. to live in our town. neighbors. He also said they could still put 6-8 houses on the lot. built. plan. further stated that people don'twant bigger houses. houses. Mr. Johns said he thinks this deserves a yes vote. Ordinance #2024-CD-02 accepting the Unified Zoning Board's recommendation of approval with conditions for a special use permit to allow for a truck stop at 7746 Highway 140, Parcel A003- 0001-018. Mayor ProTem Castro made a motion to deny this item. The following persons spoke on this agenda item. Motion died due to lack of second. Evan King of1 112 King St. Adairsville, Applicant has had years to get this business up and running and has had three extensions. Irequest that no more extensions be given. Breanna Green of 65 Woodland Bridge Dr. Adairsville = I've heard about this truck stop for a long time. The Council has put a time limit on it again and again and he hasn't met deadlines. She stated he also has not met all the requirements like sidewalks. If continuing maintenance is needed for security cameras, will he be able to maintain it? Rodney West of 100 Jackson Drive asked the Council to vote no to a truck stop stating a truck stop will not turn the town nicer. He also requested to require the applicant to have Stefanie Garner of 116 West George St Adairsville stated the applicant has spent a lot of money and if the Council could set a deadline and if he doesn't meet the deadline, shut Frank Reed of 13 Madison Ln Adairsville asked how will trucks get in there without going David Green Sr. of 35 Green Rd NW Kingston stated truckers are needed and everything Earl Wilkey 124 Oakdale Dr Adairsville said as a truck driver, you need a place to park. He said trucks are parked along the exits because there's nowhere for them to go. With the new warehouses, this will be a benefit. He stated he's had a delay in schedule. He will have ab big kitchen and if he's required to run this business without a truck stop, he will be in Councimember Towe asked the applicant what the time frame is if the item is approved. The applicant answered that he is waiting on a grease trap and will need to reissue the competition with RaceTrac and others. permit. Towe asked if the applicant said he was going to put in sidewalks. Mrs. Madison and Mr. Bowen answered that the applicant is asking to remove the condition of requiring sidewalks. Councimember Towe said you agreed to the requirements, you wanted to do those things, you need to complete them.
