Have any of the applicants or opponents to applications contributed at least $250 to any of the campaigns for election during the past two years? Everyone stated no, except Councilman 2. Mr. Lester Cromer, applicant, recused himself during the public hearing. Ms. Loretta Hylton, Planning and Zoning Director, reviewed his application in regards to the zoning of Mr. Cromer's Cigar Lounge. Ms. Hylton mentioned the proposed use requires a conditional use permit and the application was Commercial Downtown (CD), Map and Parcel T043 174 hearing. Cromer. stated no, except Councilman Cromer. Everyone stated no, except Councilman Cromer. presented to the Planning and Zoning Board and approved. He reviewed the history of a smoking cigars and his plans for safety at the proposed lounge which included, commercial air purification systems and Mr. Lee Turner - Bulas Antiques - Mr. Turner urged the Council Members to deny the application to continue to protect the health and safety of the public. He mentioned the harmful effects of smoke, secondhand smoke, and health risks. Mr. Turner mentioned the clean air ordinance that was passed in 2005 and encouraged the Council to oppose allowing smoke in public spaces to protect the public. Marianne Dow = 3rd and Main Antiques - Ms. Dowi is a neighboring store and she spoke in favor of the application and that al lot of people have been looking forward to this business opening. Melissa Hughes = Ms. Hughes spoke in favor of the application and expressed the Cigar Lounge would John Bowen = 2617 Wilson Avenue Mr. Bowen encouraged council to support business ventures that encourage business to the community and provide unique experiences. He mentioned that there are several things that harm our health and those concerned should not visit the establishment. She mentioned the application was presented tot the Planning and Zoning Board and approved. Mr.. John Bowen, the applicant, spoke in favor of the application and provided a visual of the Planned Development Plan (PDO). He reviewed the history of the Planned Development Plan (PDO) for parcel filtration systems that would be located on the roof, walls, and floors. make a convenient option for patrons. Mr. Bowen mentioned that unfortunately the contract fell through but he requested to continue to move forward, seeking to amend the PDO to allow the parcel to be developed with a drive-through. Council Members reviewed the site plan. Mayor Smith asked if the proposed plan would require a drive-through and it was confirmed this change would only allow the option to be an available option for the site and future development. There being no further comments, the public hearing was closed. COUNCIL WORKSHOP CALLTO ORDER Mayor Julie Smith called the meeting to order. APPROVAL OF THE AGENDA Council Member Hall made the first motion for approval oft the agenda, the motion was seconded by Council Member Cromer, and unanimously approved by those present. Proclamation for Child Abuse Prevention and Awareness Month Mayor Julie Smith read aloud the proclamation and presented it to Mr. Wesley Chambless, President ofl Tift County Council on Child Abuse. Mr. Chambless spoke about the upcoming events planned to bring awareness and support victims of child abuse. NEW BUSINESS Request to Designate "Arts In Black" as a Festival Ms. Jessica White presented the request from PLIGHT, Inc. requesting to designate the Arts in Black event as a festival and allow alcohol sales during the event. The event is scheduled for Saturday, May 4, 2024 at Fulwood Park. Ms. White mentioned the event details are the same as the previous year and alcohol sales are requested from 1:00 pm until 10:00 pm. Council reviewed the event details. Hillery Culpepper, Main Street Manager, presented a request to designate the First Friday in Fulwood event on May 3rd as al Festival and allow alcohol during the event. Mrs. Culpepper briefly reviewed the Request to Designate "First Friday in Fulwood" as al Festival activity's planned and the festival area map. Review of Proposed Projects for Submittal to GDOT's Local Road Assistance Funding Adam Cobb, ESG Project Manager, presented the proposed projects for submittal. The proposed projects included street resurfacing on Tyson Ave, Goff Street, 26th Street, and 48th Street. The projects totaled $348,665.00. LRA Grant Funding will cover $333,775.57 of the project cost. Council briefly reviewed. Resolution Authorizing Execution of the GEMA Statewide Mutual Aid Agreement Mr. Joey Fowler, Tift County EMA Director, presented the renewal agreement. He mentioned the agreement allows the community to provide and receive state-wide resources, funding, and Council Workshop Minutes April1,2024 Page3of4 manpower during times of emergencies. Mr. Fowler recommended approval of the agreement. Consider an Ordinance for Amending Chapter 86 to Provide for the Protection of PublicTrees and Mr. Michael Mitchem presented the Tree Board's request for adding additional precautions to protect public trees. Mr. Mitchem reviewed the proposed permitting process for removal of trees within the right-of-way: and proposed penalties for violations. Mr. Mitchem and Ms. Beeman mentioned the Tree Board has spent a lot of time and funding on planting trees in Tifton and these amendments will help protect and maintain the public trees and urban canopy. Consider an Ordinance to Amend Chapter 38, Article III, Section 38-121 to Provide for Criminal Emily Beeman, City Manager, reviewed the definition of a nuisance and the proposed amendments to Consider an Ordinance to Amend Chapter 10, Article V, Section 10-202 to Limit the Number of Class Emily Beeman, City Manager, presented a request to reduce the number of Amusement Machines Penalties for Violations Penalties and Issuance of Citations for Nuisance Violations the city's ordinance which will impact how nuisance violations are handled. B Amusement Machines allowed at locations from nine to six machines within the City. City Manager Report Ms. Emily Beeman introduced Ms. Stacey Green, PR Director, to Council and reviewed her experience. Ms.Green was welcomed into the City.
