CITYOFTIFTON COUNCIL WORKSHOP MINUTES MAY6,2024 5:30P PM TIFTON CITY HALL Attendees Mayor. Julie Smith Vice Mayor. Josh Reynolds Council Member Micheal Franks Council Member Lester Cromer,Jr. Council Member M. Jay Hall Call to Order Emily Beeman, City Manager Rob Wilmot, City Attorney Jessica White, City Clerk Mayor. Julie Smith called the meeting to order at 5:30 pm. Approval of the Agenda Councilman Hall motioned to amend the agenda to add public comment and approve the amended agenda. The motion was seconded by Councilman Reynolds and unanimously approved. Proclamation for Foster Care and Foster Family Recognition Month Mayor Julie Smith read aloud the proclamation and presented it to Jana Barfield with Coastal Plain CASA. Ms. Barfield spoke on the role of CASA Volunteers and Advocates and recognized Lt. Chris Luckey with the Tifton Police Department. Lt. Luckey was presented the 2024 Betty Ryfun Child Welfare World Changer Award and Ms. Barfield mentioned this award recognizes community leaders who go the extra mile in combatting child abuse in the community. Proclamation Recognizing Mental Health Awareness Month Mayor. Julie Smith read aloud the proclamation and presented it to the behavior health professionals in Tifton and gladly recognized their work in providing access and services to those facing mental health conditions. Anthony G. Bateman Youth Center Scholarship Presentation Dr. Tonja Tift spoke about the creation of the scholarship in memory of the late Anthony Bateman and recognized the community: sponsors who contributed funding to make the scholarship possible. The 2024 scholarship sponsors included:. Josh Pope w/Pope Real Estate, Tifton County Lanes, and Friendly City Pharmacy. Dr.Tift mentioned fourteen students applied and the committee selected Emily Richards of TCHS. Dr. Tift spoke about Emily's academic and civic accomplishments and presented her with the $1,000 scholarship: award. Public Comments Stephen & Pam Barrow,910E. 38th Street, spoke about zoning concerns on 38th Street and the permitting and construction of three homes. The residents stated a local developer recently purchased a lot and it has been divided and approved for building three residential homes. Mayor Smith stated she would check on the zoning and reach back Ms. Louise Henley, 838 Armour Road, requested speed bumps be installed on her street to slow traffic. Ms. Emily Beeman responded mentioning the City! historically did not install: speed bumps due to potential liability concerns, but the City is looking at additional options devices for speed reduction. Councilman Hall mentioned he has been in communication with the residents and has out with more information. their contacti information toi follow up. Old Business Ordinance for Reclassifying the Zoning of 10401 Ferry Lake Road, Map & Parcel T069 0512, from Mobile Home Park-PDO to Mobile Home Park [MHP(C)), as Requested by Jay Zhang and Annie The ordinance was presented during March 2024 and postponed duei to maintenance issues. Council Member M.. Jay Hall mentioned the owner has made good strides on cleaning up and properly maintaining the property since the last meeting. Ms. Emily Beeman agreed progress has been made and mentioned the owner is actively working to address previous concerns. The ordinance will proceed to the May Council Meeting for further consideration. Yan of Redbird Mobile Home Park- Zoning Application PP24-0002 New Business Resolution Authorizing the Surplus and Sale of Fire Engine #6 Chief Bobby Bennett presented a request to surplus Engine #6 and offer thei fire truck to Irwin County by direct sale. Chief Bennett stated he has contacted dealers for the value of the truck and iti is valued at $5,000. He recommended authorizing the surplus and direct sale oft the truck to Irwin County for $5,000 because they arei in need ofa a fire truck. Resolution Appointing the City'sVoting Delegates for MGAG Emily Beeman, City Manager and Adam Codd, ESG Project Manager. Ms. Emily Beeman mentioned the resolution is a houskeeping item to update the City'sv voting delegates for Municipal Gas Authority due to staff changes. The proposed voting delegates are Review and Consideration of an Ordinance. Adding Regulations for Abandoned Shopping Carts Ms. Emily Beeman reviewed the proposed ordinance and mentioned the ordinance will help the city regulate and address abandoned shopping carts. Ms. Beeman mentioned businesses with ten or more carts will be required to submit a cart retrieval plan, and retrieve carts within 24-hours, and any failure to comply will result in penalties. Mayor Smith questioned if businesses in the County would be held to the ordinance ift their carts were found within the city. Mr. Wilmot mentioned no, but state law addresses criminal penalties for those situations. Ms. Beeman and Mr. Wilmot commented that the ordinance isi intended to encourage businesses to take proactive measures to reduce and eliminate abandoned carts and is noti intended to penalize businesses. Board Report The council reviewed the monthly board report. City Manager Report Tifton City Council Minutes May 6, 2024 Page 2of3 Ms. Emily Beeman provided a progress update on the Commerce Way Project and announced that the recycling drop-off center will re-open this week at Ryland's new location 2508 S. Carpenter Road. Mayor & Council Comments neighborhoods. Council Member Josh Reynolds - encouraged residents to be mindful of speed limits in Mayor Julie Smith - reminded everyone that early voting was going on now. She also reviewed the city'srules of decorum and mentioned public comments must adhere to those rules to ensure civil dialog and order during meetings.
