CITY OF TIFTON COUNCIL MEETING MINUTES JUNE 17, 2024 5:30F PM TIFTON CITY HALL Attendees Mayor. Julie Smith Vice Mayor Josh Reynolds Council Member Michael Franks Council Member Lester Cromer,Jr. Council Member M.Jay! Hall Call to Order pledge. Emily Beeman, City Manager Rob Wilmot, City Attorney Jessica White, City Clerk Mayor. Julie Smith called the meeting to order at 5:30 PM. Mayor Smith offered the prayer and led the Approval oft the Agenda Council Member Reynolds made the first motion for approval of the agenda, motion: seconded by Hall, and the agenda was unanimously approved. Approval oft the Minutes Council Member Cromer made the first motion for approval, motion was seconded by Reynolds, and unanimously: approved the meeting minutes from May 20, 2024 and. June 30, 2024. Public Comments None Swearing Inl Kathryn Fell toi the Library Board Tift County Public Library Board. Mayor. Julie Smith administered the oath of office to Ms. Fell and she was sworn-in to serve on the Tifton Karen Thompson, Tifton Tift County PublicLibrary Ms. Karen Thompson, Branch Manager of the Public Library and Ms. Sandy Hester, Coastal Plains Library Regional Director were present to provide information on the Library Foundation and answer questions related to Library funding. Ms. Hester stated the Library Foundation was a separate non-profit that raises funding to support library activities. She mentioned the funding received from the Foundation is used to supplement thel library and not supplant its operations. Mayor Smith mentioned the Council questionedi the foundation's purpose and how theirf fundraising dollars were used for thel library. Ms. Hester explained that thei foundation's funding was mainly used for activities and programming at the library and not operations. She mentioned the library receives approximately $10,000 annually from the foundation. Following the comments provided by library staff, the Council thanked eachi for attending andi for sharing the information. Old Business Ordinance Adding Regulations for Abandoned Shopping Carts Mayor Smith mentioned following thel last meeting she spoke to local business owner, Tom Coogle concerning the ordinance. Due to the request, Mayor Smith recommended Motion: Council Member Franks made the first motion to postpone the ordinance indefinitely, the motion postponingi the ordinance. was seconded by Cromer, and unanimously approved. New Business Consider the Request for Allowing Facility Rentals at the Anthony G. Bateman Youth Center Council Member Reynolds made the first motion for approval of the request and rental agreement. The motion was seconded by Cromer and unanimously approved. Resolution Updatingt the City/sSchedule of Fees (Resolution 2024-26) Ms. Emily Beeman mentioned the update is for adopting the youth center rental fees. Council Member Cromer made the first motion for approval of the resolution, motion seconded by Reynolds, and Award of Bidi for FY2023 LMIG Resurfacing to Reeves Construction int the Amount of $1,903,202.29 Council Member Reynolds made the first motion for awarding the bid to Reeves Construction. The motion unanimously approved wass seconded by Cromer and unanimously approved. Award of Bidi for Agrirama Lift Station Rehabilitation and Force Main Mr. Adam Cobb presented the bid tabulation and award recommendation. for the Council's consideration. Mr. Cobb mentioned the lift station was very old, and due to growth in the area, its capacity has increased substantially since it was originally installed. He mentioned this project would increase the lift station's capacity and support future growth. The city received two bids fort the project as follows: Doyle Hancock & Sons Construction, Inc-$1,555,960.00 Popco, Inc. -$1,816,890.00 Staff and the project engineer recommended awarding the bid to Doyle Hancock & Sons Construction, Inc. Motion: Following review, Council Member Reynolds motioned to award the bid to Doyle Hancock & Sons Constructioni int the amount of $1,555,960.00. The motion was: seconded byh Halla and unanimousilyapproved. Ms. Emily Beeman provided an update on the retirement changes. She mentioned the City is proposing adding a 457 plan to appeal to the new workforce. She mentioned GMA is still working to ensure the plan adheres to IRS guidelines and a formal ordinance will be brought forth once the legal review has been int the amount of $1,555,960.00. Discussion of Proposed Changes to the City's Retirement Plan completed. Resolution Adopting the FY2024 Budget (Resolution. 2024-27) Mayor Smith spoke on the current property reassessment process and mentioned the city does not have the final tax digest numbers at this time. She questioned that the budget resolution contains language for tentative adopting the millage rate. Staff confirmed that the budget was prepared based on estimated property tax revenues and a separate resolution will be brought forth once thei final digest is completed for adoption oft the millage rate. Mayor Smith mentioned the city is preparing tol host aj public meeting soon to educate the public on the property reassessment process and allow citizens to ask questions. Council Member Cromer questioned the Public Library's funding and requested that its allotment be increased. $12,000. Ms. Beeman suggested options for motions toi include the increase. Tifton City Council -J June 17,2024 Page2of3 Motion: Council Member Cromer motioned toi increase the general fund budget $12,000 for the library,a and this increase would set the FY2025 Budget for all funds at $80,288,051. The motion was seconded by Reynolds and unanimousyapproved. The amended resolution and final FY2025 Budget were adopted. Mr. Larry Lawrence, CFO, presented the May 2024 financial report and briefly reviewed. Financial Report City Manager Report Ms. Beeman touched on the library funding and recommended keeping their funding at $170,000 ini future years. She also mentioned the Commerce Way Project was nearing completion and everyone should see that work zone cleared soon. Lastly, she reviewed changes to the July Council Meeting dates due to the holiday. Mayor & Council Comments Council Member Cromer thanked Karen and Sandy from the Library for attending, educating him on the intricate part the library has in the community, and he looks forward to serving on the board. Council Member Hall spoke positively on the Commerce Way Project. There being no further business to discuss, the meeting was adjourned.
