CALLTO ORDER/ROLLCALL Deputy Mayor Blossom called the meeting to order at 7:00 p.m. in Council Chambers. Councilmember Peltier moved and Councilmember Scott seconded to approve the agenda as amended. The motion carried unanimously, 7-0. There were no conflicts of interest disclosed. present. 3. Oath of Office for New Councimembers, AB 18-001 - Executive 7:05 PM City Clerk Brown administered the Oath of Office to new Councilmembers Deets, Nassar and Tirman. Public Comment Dave Henry welcomed Council. 5. NEW BUSINESS A. Appointment of Mayor and Deputy Mayor, AB 18-002 - Council 7:08 PM Deputy Mayor Blossom invited nominations. Councimember Peltier nominated Councilmember Medina to bet the next Counci-elected Mayor for the City of Bainbridge Island. All Counci/members voted int favor of Councimember Deets nominated Deputy Mayor Blossom as Deputy Mayor for the first six months of the nomination. 2018. All Councilmembers voted in favor of the nomination. B. Discussion of Governance Manual [Added] 7:11 PM Mayor! Medina reviewed key provisions of the Governance Manual. C. Agreement for Juvenile Detention Facilities with Kitsap County, AB 18-003 - Police 7:28 PM MOTION:Imover that the City Council forward for approval to the January 9, 2018, Consent Agenda the 2018 Agreement for the Provision of Juvenile Detention Facilities between Kitsap County and the City, City Manager Schulze introduced the agreement. Scott/Deets: The motion carried unanimously, 7-0. D. Councilmember Appointments for Regional and City Boards, Committees and Task Forces, Mayor Medina introduced the agenda item and noted changes to the proposed Councilmember appointment list. The Kitsap Regional Coordinating Council Transportation Policy Board and Land Use Policy Board meet on the 3rd Thursday, and Mayor Medina is added as an alternate representative fort those committees. Counci/members Nassar and Deets are proposed fori the Multi-Modal Transportation Advisory Committee, and Councilmember Peltier will bet the only liaison to the Marine Access Committee. Deputy Mayor Blossom noted that the Affordable Housing Task Force is now meeting on the 2nd and 4th MOTION: Imove that the City Council approve the appointments for regional and City boards, AB 18-004- - Council 7:31 PM Wednesdays. committees, and task forces as set forth on the attached list, as modified. Council adjourned for a break at 9:47 p.m. Deputy Mayor Blossom called the meeting back to order at MOTION: Imove to authorize proceeding through the 30% design phase for the curved truss bridge Scott/Medina: The motion failed 5-2 with Mayor Medina and Councilmember Scott voting ini favor. Peltier/Deets: The motion carried. 5-2 with Mayor Medina and Councilmember Scott voting against. Councilmember Scott proposed an amendment to the motion to postpone the decision for 12 months and 9:56 p.m. design option for Phase 3 ofthe Sound to Olympics Trail project. MOTION: Imove that we cancel the STO Phase 3 bridge project. revisit at that time. There was no second to the motion. 7. COUNCIL DISCUSSION Executive 10:25 PM A. Suzuki Property Development Agreement with Olympic Property Group, AB 14-118 City Manager Schulze said there will be a matrix with options for Council's consideration next week.
