Ordinance No. 2017-17 Relating to Critical Areas, Repealing Chapter 16.20 and Adopting a New Chapter 16.20 of the Bainbridge Island Municipal Code, AB 17-135 = Planning 7:01 PM Deputy Mayor Blossom introduced the item and opened the public hearing at 7:04 pm.  Public Comment  .D. Stahl spoke against the ordinance.  Charlie Wenzlau expressed concerns about the impact on affordable housing.  Lisa Neal spoke about water conservation issues. Robert Dashiell commented on pruning regulations. Jonathan Davis recommended alternatives.  Piper Thomburgh expressed concerns about the ordinance. Julie Smith spoke in favor oft the ordinance.    Michael Pollock spoke ini favor oft the ordinance and suggested improvements.  Patti Dusbabek spoke against development. Erika Shriner spoke in favor oft the ordinance. Mike Juneau provided recommendations.  Robert Long spoke in favor of maintaining natural communities. MOTION: Imove that we continue the public hearing until November 14. Tollefson/Scott: The motion carried unanimously, 6-0.  5. UNFINISHED BUSINESS  A. Discuss Next Steps for Business/ndustrial Regulations, AB 17-127 = Planning 7:44 PM Senior Planner Sutton introduced the agenda item. Council's consensus was for staff to move forward with  and ordinance. Public Comment  Piper Thomburgh thanked Council for their support oft the update. Terry McGuire asked about the proposed changes.  B. Suzuki Development Project, AB 14-118-E Executive 8:07 PM  City Manager Schulze introduced Jon Rose of Olympic Property Group who provided a presentation on the  proposed development. Public Comment  Herb Hethcote spoke in favor oft the project and offered suggestions. Lisa Neal asked for additional information on the project. Patti Dusbabek spoke about the testing of wetlands.  MOTION: Imove to direct our City Manager to engage with Olympic Property Group to develop an agreement for consideration by the City Council to address the environmental issues that are outlined in the proposal and include ar minimum of 50% and aspire to at least 60% income-qualfied affordable housing. NEW BUSINESS 9:10 PM  A. 2018 Membership Dues for Puget Sound Regional Council, AB 17-173 - Mayor Tollefson  Mayor Tollefson introduced the agenda item.  2    MOTION: Imove that the City Council forward to the October 10,2017, Consent Agenda approval of  payment of 2018 membership dues fori the Puget Sound Regional Council. Townsend/Roth: The motion carried unanimously, 6-0. Advisory Committees, AB 17-174. - Executive 9:19 PM  B. Discuss Council Policy Regarding Open Public Meetings Act (OPMA) as Applied to Citizen Mayor Tollefson introduced the agenda item. Council discussed the policy and agreed to continue their  discussion on October 10,2 2017.  7. FORTHE GOOD OF THE ORDER- 9:28 PM Peltier mentioned Indigenous People's Day. 8.
