A. Proposal for New Public Art Project by Arts and Humanities Bainbridge, AB 17-021- Deputy Manager Smith introduced the proposal. Carl Sussman and Bill Baran-Mickle from Arts and 2017at7 pm. 4. PRESENTATIONS Executive- - 7:08 PM Public Comment Humanities Bainbridge presented the proposal forar new public art project. Brandon Foss asked howi this program would interact with the Art Museum. MOTION: Imove that the City Council approve the proposed public art project' "Something New" and authorize funding of $500 from the Public Art Sub fund to be used by AHB1 to complete full concept development for the project and bring that back to Council ori further consideration. Resolution No. 2017-09, Affirming that Bainbridge Island is a Welcoming and Inclusive Councilmember Scott introduced the resolution. Transportation Benefit District Revenue Options, AB 17-020 = Finance - 8:13 PM Finance Director Schroer provided information on1 the implementation oft the new utility tax and then provided a presentation on Transportation Benefit District revenue options. Patti Dusbabek spoke against funding a parking project. 6. - UNFINISHED BUSINESS A. 2017 Work Plan for Utility Advisory Committee, AB 17-014-8:31 PM Councilmember Townsend, as liaison to the committee, initiated the discussion oft the 2017 work plan. MOTION: Deputy Mayor Peltier moved to adopt a new Guiding Policy 7: During transportation planning, consider ways to reduce or minimize greenhouse gas emissions, including plans and strategies for addressing congestion on the SR305 corridor. We are aware that climate change poses unprecedented threats and challenges notj just to Bainbridge Island, but to our state, our nation and the entire globe. We have an obligation to the curent and future generations of Bainbridge Island residents to consider climate change when making decisions on energy, land EIRTESEEN and related Change Guiding Principle #7 to Guiding Principle #1: Reduce greenhouse gas emissions and increasei the island's climate resilience. Guiding Policy I.I Complete an island-wide greenhouse gas inventory. Conducta thorough inventory ofa all greenhouse gas emissions attributable to ouris island which would include but not be! limited to transportation, electric use, heating ofhomes, offices, businesses and public buildings, construction, land clearing and manufacturing. Guiding Policy 1.2 Establish greenhouse gas emissions reduction targets. Establish a goal ofr reducing greenhouse gas emissions by 80% from current levels by 2050 and set interim targets for 2020, 2030 and 2040. Guiding Policy 1.3 Establish a Climate Action Committee. This permanent committee would be comprised of qualified local citizens who would provide technical support to city staff and elected officials to complete a greenhouse gas inventory, to assist designing reduction programs, and to work with city staff and elected officials to ensure that emission reduction goals are met. Guiding Policy I.4 Develop al Public Education Program which informs all citizens on the methods and progress for meeting the Island's greenhouse gas emission goals and ways citizens can assist in reaching the reduction goals.
