CITY OF BAINBRIDGE ISLAND CITY COUNCIL STUDY SESSION TUESDAY, SEPTEMBERS, 2017 MEETING MINUTES 1. CALLTOORDER/ROLLCALL Deputy Mayor Blossom called the meeting to order at 7:00 pm. Deputy Mayor Blossom, Mayor Tollefson, and Councilmembers Peltier, Medina, Roth, Scott and Townsend 2. AGENDAAPPROVAL OR MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Councilmember Peltier moved and Councilmember Peltier seconded to approve the agenda as presented. were present. The motion carried unanimously, 7-0. There were no conflicts of interest disclosed. 3. PUBLIC COMMENT ON AGENDA ITEMS-7:01 Diane Landry spoke in favor oft the balloon ban and against allowing biodegradable balloons. Mike juno commented on the Critical Areas Ordinance. 4. PRESENTATION A. Proclamation Declaring September II, 2017 as a National Day of Service and Remembrance, AB 17-154 - Mayor Tollefson 7:04 PM Mayor Tollefson read the proclamation. MOTION: Imove to authorize the Mayor to sign the Proclamation Declaring September 11,2017a National Day of Service and Remembrance in the City of Bainbridge Island. Townsend/Scott: The motion carried unanimously, 7-0. 5. UNFINISHED BUSINESS and Medina 7:08 PM architect to the task force. A. Infrastructure Ballot Measure Task Force Appointment, AB 17-097- Councilmembers Scott Councilmember Medina introduced the agenda item which recommends the appointment of an additional Public Comment Patti Dusbabek spoke about the location of a parking garage. MOTION: Imove to appoint Priscilla Zimmerman to the Infrastructure Ballot Measure Task Force. Scott/Medina: The motion carried 6-1 with Councilmember Peltier voting against. B. Critical Areas Ordinance - Geologically Hazardous Areas and General Regulations, AB 17- Senior Planner Carr provided follow-up information on the Critical Areas Ordinance discussion from the last meeting and provided a presentation on Geologically Hazardous Areas and general regulations. She introduced David McCormack from Aspect Consulting who has advised on the technical issues relating to Geologically Hazardous Areas. Council discussed coppicing and tree pruning regulations. MOTION: Imove to include bigl leaved maple and alder in the list oft trees that may be coppiced. 135-F Planning 7:17F PM Roth/Townsend: The motion carried 5-2. Public Comment Mike Juno commented on identifying species for the coppicing list and enforcement. Patti Dusbabek spoke against the regulations. AB 17-142- Executive 8:38 PM C.D Discuss Resolution No. 2017-18, Adopting the Community Forest Management Plan (2006), City Manager Schulze introduced the agenda item. Ordinance No. 2017-20 Relating to Bainbridge Island Balloon Ban, AB 17-152- Councimember Scott 8:54 PM Councilmember Scott introduced the ordinance. Ben Rockwood spoke against the ordinance. Public Comment 2 Charles Schmid spoke in favor oft the ordinance. Tamera Rockwood spoke against the ordinance. Tim Dahl, owner of Calico Cat, commented on the ordinance. MOTION: Councilmember Peltier moved to amend the ordinance by removing Section Ia and amending Peltier/Tollefson: The motion carried 5-2 with Councilmembers Roth and Scott voting against.
