CALLTOORDER  Deputy Mayor Peltier called the special City Council meeting to order at 6:31 PMi in Council Chambers. Mayor Tollefson, Deputy Mayor Peltier, and Councilmembers Medina, Scott and Roth were present.  Councilmembers Townsend and Blossom were absent and excused.  2. EXECUTIVE SESSION  Council adjourned to the Planning Conference Room to discuss with legal counsel matters relating to litigation or potential litigation to which the city, the governing body, ora a member acting in an official capacity is, ori is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency pursuant to RCW4230.110(D0-  3.
