Johnson provided comment on thei feasibility ofai municipal electric utility and the comparative reliability of PSE on Melaniel Keenan provided comment and an overhead display on the comp plan update and water reporting. 2. FORI FEASIBILITY OFI MUNICIPAL ELECTRICI UTILITY, AB 15-183 City Manager Schulze. addressed Council with an overview. The City Council was approached by al local grass roots organization, Island Power, ini mid-2015, with a request to place aj proposition ont thel ballot asking voters to authorize the City ofl Bainbridge Island to establish a municipal electric utility. Att the October 6, 2015 meeting, the City Council requested ap plan from the City Manager to develop and gather information about thei feasibility of creating ai municipal electric utility. A report was provided to the City Council at thel November 17,2015 meeting and, the City Council directed the City Manager toj prepare a Request for A task force was formed to provide subject matter expertise and assist with thet task of developing thel RFP and scope of work. Thet task force, consisting of 16 citizen volunteers, met several times to develop the RFP ands scope of work. A final draft ofthe The City Council directed that changes be made to thel RFP. The item was forwarded to New Business on March 8, 2016. On February 2, Council ands staffb began a discussion ofthe City's financial policies. Att that time, staffe explained that the finançial policies are thei first stepi in the biennial budget process, andt that these policies provide the framework within which the City Proposals, including as scope of work for City Council review. RFP and scope of worki is included in the agenda packet for City Council review and discussion. B. FINANCIALI POLICIES DISCUSSION, AB 16-023 8:181 PM develops its budget. This includes Commission preliminary DRAFTS ofthe Introduction andl Land Use, Environmental, Economic and" Transportation At thel March 1,2016 Council Study Meeting, we willj provide an overview of progress to date on several Comprehensivel Plan Elements (Introduction/Guiding: Principles, Land Use, Economic, Environmental and' Transportation.) We willi return ata a Council Study meeting in May to review thel Housing, Water Resources, and Utilities Elements, andi in July toi review the Capital Facilities The objective oft these 90-minute Council reviews is to enable ani in-depth understanding oft the details ofthel Planning Commission's emerging recommendations. It would also bet timely at these sessions for Council toi identify any issues or draft recommendations that warrant further study or reconsider by the Commission before the entire comprehensive planj proposal goes Elements. I. Scope and Objectives of] Plan Update meeting on March 1 Element and Island-wide Transportation Plan. to public hearing this summer. II. What is new or different so far? A. NonsubstantiveChanges Apart from substantive changes, the 2016 draft reflects dozens of grammatical, syntax and formatting improvements. Goals and policies have been re-numbered consecutively within eachl Element, obsolete or redundant text eliminated, defined terms italicized and clarifications made about the degree ofdirectiveness ofpolicy statements (e.g., "encourage" VS. "ensure.") These changes have made the document easier to navigate, more clear and succinct. Noteworthy is that the draft Introduction Chapter, which contains thet recommended eight Guiding Principles, has been boiled down from 38 pages ini the 20041 Plan to 9in the draft 20161 Plan. Even after wei insert the updated 'history" and 'community profile" pieces, we'lls still only be ata about 12 pages. B. Substantive Changes The City's2004 comprehensive plan, like most comprehensive plans, is organized as follows:: (1)) Introductory Chapter containing a community profile, vision and framework, goals (in our terminology, "Guiding Principles"); (2)Plan. Elements which consist primarily of goal andj policy statements, and (3) some number of functional plans adopted either as appendices orby reference. The emerging 2016 comprehensive plan follows this basic organization, with a number ofi important revisions. Principles that Guide thel Plan Among the most significant additions and revisions in the emerging Plan are these: 1. The five Over-riding Principles ofthe 20041 Plan) have been broadenedi to eight Guiding Principles, each of which now has several associated Guiding Policies toj provide more detailed direction tot the subsequent Plan Elements. 2. Thej plan's s time horizon has been lengthened from 20 years (the minimum required by GMA) out toi fifty: years to acknowledge that many public investments (e.g., roads, utility lines) and natural systems (aquifers, forests) have a life cycle welll beyond two decades. This longer-term view is also reflectedi int the Plan's s broadened focus on climate change 3. Meeting human needs ofIsland residents has been elevated to a Guiding Principle, with as specific Guiding Policy 3.1 which states: "Ensure ay variety ofhousing choices toi meet thei needs of present and future residents in all economic segments andj promote plans, projects and proposals to create a significant amount ofaffordable housing." 4. The comprehensive plan is becoming a more strategic policy document, because it will provide policy guidance and priorities not onlyt tol land use and capital budget decisions, but also operating budget and organizational decisions. Guiding Principle #8 achieves this by referring to the Council's Priorities Based] Budgeting process. and ways to adapt to and mitigate its effects. See Guiding Principles #6 and 17. Addition of "Vision" and "Implementation" pieces to thel Elements Another important change to the structure ofthe 2016 Comprehensive Plan willl be the addition ofa' "Vision" at the beginning of each Element and an' Implementation" component at the end ofeach. The' "vision statement" isa al briefdescription ofthe desired future fort thel Island with respect to each Element, The "implementation" piece willi identify specific future actions that the City willt take to achieve thej policy objectives spelled outi in the goals and policies. 2 CITY COUNCILSTUDY SESSION! Iti includes aj preliminary "vision statement" andi identifies the' Island-wide Transportation Plan" as thep primary means for implementation. Thel Planning Commission has yett to draft the Vision and Implementation language for other Elements, but iti is likely that the primary means ofi implementing the goals and policies in the Land Use and Environmental Elements willl be as series of development code amendments. Lowl Impact Development Regulations is one example. Other examples would bej potential amendments to the building form, design and density provisions ofthe codet toi implement the policy direction int thel Land Use and Housing Elements. Thesei implementation actions have work plan and therefore resource implications for 2017 and beyond. We have provided Council with two versions ofthe draft Elements. Thei firsts set of draft Elements shows "clean" versions that have "accepted all" oft thel Planning Commission's: adds and deletions thus far. Wel believe that ity willl be much easier for the Councilt to follow the organization and flow ofthel Elements ini this format. Wel havel highlighted in yellow the portions ofthese Elements that address significant new issues or represent significant new policy language. When the Council adopts the Ordinance in December updating the Comprehensivel Plan, it willl bei in this revision format, butt the "finished product" posted on the MRSC and City websites willb be ini the "clean" format.
