CALLTO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Tollefson called the meeting to order at 7:00 p.m. in Council Chambers. Mayor Tollefson, Deputy Mayor Blossom and Councimembers Peltier, Medina, Roth, Scott and Townsend 2. CITY MANAGER'S REPORT - 7:01 PM City Manager Schulze reported on the grand opening fort the Port Gamble Resource Recovery Facility and the Association of Washington Cities (AWC) regional meeting in Poulsbo on October 2, 2017. He announced that the City has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award fori the 2017-2018 budget and presented iti to Finance Director Schroer. 4. PRESENTATIONG) A. Recognition of Indigenous Peoples' Day, AB 17-166- Councimember Peltier 7:04 PM Councilmember Peltier provided information on Indigenous Peoples' Day on October 9,2017. B. Proclamation Declaring October, 2017 as Filipino American History Month, AB 17-167- Mayor Tollefson 7:08 PM Mayor Tollefson read the proclamation. American History Month. Public Comment MOTION: Imove to authorize the Mayor to sign the proclamation declaring October 2017 as Filipino Scott/Medina: The motion carried unanimously, 7-0. Gene Tabafunda, President of the Filipino American Community of Bainbridge Island, thanked Council for the proclamation. He announced they are celebrating their 75th anniversary in 2018. C. Proclamation Declaring October, 2017 as National Community Planning Month, AB 17-168- Mayor Tollefson 7:13 PM Mayor Tollefson read the proclamation. Community Planning Month. Gloria Saylor thanked Council fort their service and highlighted the Council's accomplishments. Robert Dashiell asked for additional public outreach on the Critical Areas Ordinance. Emergency Management Program Update, AB 17-034- Executive 7:30 PM Emergency Management Coordinator Richards presented an update on the Emergency Management Program. Public Comment Doug Rauh suggested working with the Bainbridge Island School District. Tom McCloskey complimented Emergency Management Coordinator Richards on her work. 7. Councilmember Scott recused himself from the discussion since his law firm represents National Development Council. Doug Rauh spoke about preparing for a dipi in revenue. Patti Dusbabek spoke about financial forecasting.
