Administrative Services Department has once again been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association ofthe United States and Washington Department of Ecology has awarded the City of Bainbridge Island with the Wastewater Treatment Plant Outstanding Robert Conoley, Sunrise Drive, offered comments on a disaster plan for Bainbridge Island, a sky tram to improve traffic and Scott Strickland, Tara Lane, provided comment on the comprehensive plan review saying the re-write should become City Code. Melanie Keenan, commented on the Comprehensive Plan. She made four points: 1. Bainbridge is as sole source aquifer; 2. There should be a seawater intrusion program; 3. Apply documentation ofhazardous waste locations on thei island. There are 16 John Grinter, Haley Loop, commented on the Islandwide Transportation Plan and how it relates to other elements in the Comprehensive Plan. He would like Council to make a dediçated effort to address the transportation issues affecting the community and allow thel Non-Motorized Committee provide input on the Connecting Pathways before the budget is passed. The City Council reviewed the IWTP at their October 18th and) November 1st meetings and the Planning Plan update. The Bainbridge Island Transportation Benefit District has collected a $20 vehicle license fees since 2013, providing approximately $395,000 in annual revenue to the TBD: Fund. TBD funds may be used to pay for qualifying transportation improvements, including The current vehicle liçense fee is $20 annually. The fee may be increased to $40 annually by Council action (e.g., by resolution). At Council direction, staff would work with the Washington State Department ofLicensing to update our agreement with DOLto collect the vehicle license fee. Attl the November 7 meeting, the City Council approved by motion specific changes to the Proposed Budget. Staff! has prepared initial costing information, as shown in the attached materials. The tables below show budget changes that are included in the materials in the packet. Table 1: Recurring expense modifications approved through November 7, 2016 These costs will be included in future budgets, and willi increase each year due to inflation. Ifall changes were included ini the 2017-2018 Adopted Budget, the recurring revenues would continue to support recurring expenditures oft the tax-supported funds, but by as smaller amount. Thei increased expenditures lead to a faster decrease ini the General Fund ending fund balance. The changes as currently shown above result in a General Fund balançe that is less than policy reserves at the end of2020. The proposed budget currently results in General Fund policy reserves fully funded through 2021, but below the policy levels in 2022. The City will need to either reduce expenditures or increase revenue before budget years in which the reserves targets are not met to follow our financial policies and best financial management practices. Public Comment 7:58 PM John Grinter, Haley Loop, stated that in the CIP, there is a non-specific project for Connecting Pathways; for projects tol be eligible for grant funds, they must be in the CIP.
