Work Session Meeting Minutes April 15, 2024 - Call to Order Mayor. James Carter called to order the work session oft the Woodland City Council at 5:34 PM on April 15, 2024, at the Woodland City Hall. II. Roll Call The following persons were in attendance: Mayor. James Carter, Mayor Pro Tem Ebonye Holt, Councilwoman Allison Owens, City Clerk Allissa Gresham, and Municipal Clerk Cynthia Powell. Councilman Jeffery Mitchell arrived at: 5:43. PM. Councilman T. L. Carter and Councilman John. Haralson were absent. III. Approval of Agenda The. April 15, 2024 Work Session Agenda was not approved at the beginning of the meeting because there was no quorum. IV. Guest Speaker: None V. Business Discussed a) Clerk Gresham distributed the City ofWoodland mapi to the Mayor and Council. Mayor Pro Tem Holt and Councilwoman Owens discussed the boundary lines of the City ofWoodland. They discussed confirming the City boundary lines to ensure City taxes are being collected correctly. Clerk Gresham stated the 2023 Talbot County Property Tax Digest did noti include the properties in question. Clerk Gresham will contact River Valley Regional Commission to inquire who gave them the City map. Councilwoman Owens suggested Clerk Gresham contact Talbot County to inquire what year the City of Woodland Park was annexed from Talbot County to the City of Woodland. Councilwoman Owens suggested Clerk Gresham contact the Georgia Department ofTransportation to inquire what year the City limit signs were moved. Mayor Pro Tem Holt suggested Clerk Gresham contact Talbot County tol have tax digest from the previous 10 to 15 years emailed b) Clerk Gresham distributed quotes for the outdoor bulletin board for the City of Woodland to the Mayor and Council for review. The Council decided to table the C) Clerk Powell discussed purchasing single roses from Dollar General to pass out for Mother's Day at City Hall to senior citizens 65 and older. Work Session Meeting Minutes April 15,2024 d) Councilwoman Owens discussed citizens in cars blocking streets. Mayor Pro Tem Holt stated this is a legal issue. Mayor Pro Tem Holt commented that sidewalks were still being blocked even after letters were mailed out to every citizen. Mayor Pro Tem Holt discussed whether Attorney Byrd drafted a second letter. Clerk Powell stated shel had not received a second letter from Attorney Byrd. Clerk Councilwoman Owens made ai motion to approve the April 15,2024 Work Session Powell will follow up with Attorney Byrd. Agenda. Councilman Mitchell seconded. All approved. VI. Adjournment Councilman Mitchell made ai motion to adjourn. Councilwoman Owens seconded. All approved. Motion carried. Mayor James Carter adjourned the meeting at 6:27 PM.
