Ongoing Consulting. 4PM offers an array of services to our clients including training, economic development strategy, identification and implementation ofbest practices in downtown development, project identification, project assessment, project structuring as well as actual development, financing and delivery ofdowntown projects. Often these services are provided on project basis, however, sometimes a community finds the need to build its capacity to undertake projects. In such instançes we work with the. Authority, staff and City officials to ensure that the community is best positioned to encourage, enable and even initiate the development desired to achieve the livable, sustainable downtown the community seeks. It is my understanding that the Authority is desirous ofentering into a public-private partnership for an appropriate development on a City owned site. In such regard we would provide the following: Project Specific Activities. We will work with you, the Authority and their attorney to develop a Request for Qualification and Request for Proposals for interested developers for the renovation and redevelopment of the former fire station facility located at 121 WThompson Street, along with the adjoining parking area. Once a particular project is identified there is much to be done to bring the project from concept to reality. 4PM works on the basis of value added, meaning that our fees are based on the value we believe our experience, expertise and efforts bring to the project, in support oft the Authority and City staff. This includes working with the Authority, staffandi its partners in the identification and structuring oft the transaction, working with the design professional selected by the Authority or prospect, to determine the concept for the facility, creating al budget and plan of financing for the project and assisting in securing the financing, overseeing the design to meet the budget, selection of a qualified construction contractor for delivery of the project and serving as the Authority's representative for management ofthe actual construction. Every project is different; however we have found that the process to complete a successful projectremains fairly constant. Projects arel broken into phases and the fee is earned and paid as various milestones are achieved. We also recognize that in the beginning most projects are somewhat vague in size and scope and even unçertain as to likelihood usually of completion. While wel believe our talents increase the likelihood ofsuccess project and are therefore willing to share some oft the risks ofa project's success, ofany there are many factors which can influence such over which we have no control. The fees are allocated among the phases oft the project based on our experience as to the work necessary to move the project from phase to phase. Sixty (60%)1 percent ofthe fee is paid during such phase and the balance is carried forward until closing of the financing or termination of the project. We have divided this project into four phases: Preliminary Project and Development Strategy During this phase we will work with the Authority, the Director of Business Development, City staff and other community partners to identify and establish the development plan most likely to insure a successful project. We will assist in the negotiation and implementation of any necessary intergovernmental or other agreements with community partners necessary to effectuate the development strategy (the Development Team). Along with the Development Team, we will work with the ProjectArchitect to establish the space allocation needs and requirements for the project. Using this space allocation assessment as the project foundation, we will coordinate with the Project Architect to produce a concept for the facility to include a basic site plan and layout design for the project as well as a Preliminary Budget for the project to include design, construction and financing costs. The information provided during this Phase is intended to allow the Community Development Team to make an informed decision as to the economic viability ofthe project. Public-Private Partnership Project Management, Inc. AM, Schematic Design and Pricing During this phase we will work with the Project Architect to complete a schedule of values, schematic design and specifications, outlining the initial size, scope and level off finish anticipated for the project which will be used as part of a Request for Qualification/Price Proposal Process utilized to identify a Preferred Contractor for the project and establish a guaranteed fixed price contract amount within the prospect's budget constraints. We will assist the Authority in preparation and publication of all Requests for Qualifications and Requests for Proposal in compliance with local and state requirements for procurement ofs such construction services. Wev will assist the Authority in developing an objective system of review and scoring of all responses and preparation of recommendations to the Authority. In addition we will assist the Authority ini identifying gand negotiating with such funding sources for the Project as the Development Team deem appropriate. Final Design and Financing - During this phase we will work with the Project Architect and the Preferred Contractor to finalize all design and construction documents and in negotiating a Guaranteed Fixed Price contract with the Preferred Contractor. In addition we will assist the Authority in securing and closing such funding of the project as has been Project Construction - During this phase of the project, we act as the owner's representative in all aspects of the actual construction of the previously identified. project. Project Management Fees. Project management fees for those services described above generally range from five (5%) to eight (8%) of the project budget. Sometimes these fees can be included in the project and funded through project financing or other sources, though often the Authority is responsible for fees in the early stages to attract a prospect or determine the of a project.
