I CITY OF BAINBRIDGE ISLAND CITY COUNCIL STUDY SESSION TUESDAY, MAY2, 2017 MEETING MINUTES 1. CALLTO ORDER/ROILCALL Deputy Mayor Peltier called the meeting to order at 7:02 PMin Council Chambers. Mayor Tollefson, Deputy Mayor Peltierand Councimembers Blossom, Medina, Roth, Scott and Townsend 2. AGENDA. APPROVAL ORMODIFICATION/CONFLICT OF INTEREST DISCLOSURE Mayor Tollefson suggested that public comment bei taken with each item and not at the beginning of the meeting. Mayor Tollefson moved and Councilmember Roth seconded to accept the agenda as modified. were present. The motion carried unanimously, There were no conflict ofi interest disclosures. 3. PUBLIC COMMENT ON AGENDA ITEMS Public comment at the beginning oft the meeting was removed from the agenda and offered at thet time of each agenda item. 4. PRESENTATIONGS) A. Presentation on Cultural Access Washington, AB 7.075-Counclimember Roth 7:04 PM Mary Myer and Laurie Miller provided a presentation on the Cultural Access Washington program. Council's consensus was to discuss this item further at ai future meeting. 5. UNFINISHED BUSINESS Public Works 7:23 PM A. Update on Police and Municipal Court Building - Site Selection and Next Steps, AB 14-008. - Public Works Director Loveless introduced Matthew Coates and Bob Hutchinson, from Coates Design, and Jim MacClaren from MWL. Architects. Matthew Coates provided an update on the site selection fori the Police and Municipal Court Building. Jim! MacClaren provided additional information on the three sites that scored the best in the analysis: the existing Police Station site, Vineyard Lane, and the New Brooklyn site. Bob Hutchinson provided a proposed project schedule. Council discussed the sites. MOTION: Imove that we remove Vineyard Lane from consideration. Townsend/Tollefson: The motion carried unanimously, 7-0. Council's consensus was to also eliminate the three sites that didn't pass the initial screen. Public Comment Brandon Fouts questioned the survey process. Don Johnson spoke about the access problems at Vineyard Lane. Linda Sohlberg asked the City to respect the setback on the New Brooklyn site and raised concems about Mitch Wilk thanked Council for their responsiveness to the Vineyard Lane neighborhoods concerns. site coverage. Judy Simpson asked Council to consider only a new police station and not the court facility. MOTION:Imove the City Council approve moving forward with additional site assessment and studies for Blossom/Townsend: Following the vote on the amendment below, the motion carried 6-1 with Deputy the New Brooklyn Road site. 8:05 PM Mayor Peltier voting against. Consider Establishing Combined Infrastructure Task Force, AB 17-083 = Mayor Tollefson 8:20 Mayor Tollefson introduced the topic, and Council discussed the establishment ofa task force. MOTION:Imove that the City Council approve the 2018 Infrastructure Ballot Measure Task Force Tollefson/Scott: The motion carried 5-2 with Deputy Mayor Peltier and Coundilmember Townsend voting favor. Quarter I 2017 Financial Report, AB 17-084 = Finance 8:30 PM City Manager Schulze commented on the strength oft the City's finances. Finance Director Schroer provided the Quarter 12017 Financial Report and addressed Council's questions. B. Ordinance No. 2017-10, Relating to Quarter 1 2017 Budget Amendments, AB 17-072- Finance Director Schroer introduced the ordinance amending the 2017 budget. Councilmember Medina MOTION:Imove that the City Council forward to the May 23 unfinished business agenda Ordinance No. Finance 8:43 PM asked for additional information on the impact oft the budget amendments. 2017-10, amending the City's-2017 Budget. Medina/Blossom: The motion carried unanimously, 7-0. C. Ordinance No. 2017-11, Relating to 2016 Budget Carryovers, AB 17-073 - Finance 8:51 PM Finance Director Schroer introduced the ordinance which covers ongoing projects from 2016. MOTION: Imove that the City Council forward to the May 23 consent agenda Ordinance No. 2017-11, amending the 2017 City Budget to include carryover items forwork funded in 2016 but to be performed in 2017. Scott/Roth: The motion carried unanimously, 7-0. AB 17-077 - Public Works 8:54 PM D. Professional Services Agreement for Phase 3 Design of the Sound to Olympics Trail (Bridge), Public Works Director Loveless provided a presentation on the project and addressed Council's questions. Public Comment Brandon Fouts spoke against the bridge. Don Johnson spoke in favor of placing the bridge at High School Road. Kiman Lucas spoke against the bridge and the Sound to Olympics Trail staging area. Linda Sohlberg spoke against the bridge. Ted Jones spoke in favor ofi the bridge. Olaf Ribeiro spoke ini favor of retaining trees. Roy Dealing spoke in favor of additional outreach to the neighborhood. Charles Schmid asked to remove the trail on the Western side. Dick Llorens expressed concerns about the bridge. 3 Debra Lester asked to look at reducing the cost oft the bridge. John Perkins spoke against the Sound to Olympic Trail project. Scott Hedrick spoke about balancing safety and environmental concerns. Patti Dusbabek spoke against development. Eve johnson spoke about safety concerns and the benefits oft the trail and against the bridge. Don Willott spoke in favor preserving vegetation along the highway and moving forward with the bridge to preserve connectivity. Kathleen Llorens spoke against the bridge. Council discussed the project. MOTION: Imove that the Council direct the Planning [corrected to Public Works] Directori to split the contract into phases and bringi it back for consideration, if possible, at the next Study Session. Tollefson/Roth: The motion carried unanimously, 7-0. E. City Tree Trimming Practices, AB 17-074- Public Works This agenda item was moved to the next City Council meeting. Consider Creation of Affordable Housing Task Force, AB 17-087 - Mayor Tollefson Deputy Mayor Peltier asked if Council wanted to re-visit having interactive comment during Study Sessions. Councilmember Roth stated that the memorandum delivered to Council tonight on the Sound to Olympic Council discussed thet topic and concerns about meeting protocol.
