Mayor Jena Sandlin called the meeting to order. Mayor Pro-Tem Oscar Griffith led the invocation. Mayor Jena Sandlin led the pledge. Mayor Sandlin called for the review and approval of the Minutes of the September 5, 2023, Council Meeting. Council Member Michelle Lane made al motion to approve the Minutes ofthe September 5, 2023, Regular Council Meeting. Council Member Oscar Griffith seconded the motion. Council Member Griffith asked if Ms. Keckli had the address of the property which purportedly is building an Air BNB, and another resident answered thati it is at 218 Baxley Dr. Dave Kucharek - 5124 Grand Oaks Circle Complaint that Engineers got ugly with him at Billy Wallace's home. Requested computer replacement at a cost of approximately $1000; request for PS Trax software at a cost of approximately $1398 tabled until November pending Budget and more precise quotes. Water/Public Works Department: City Clerk Lisa Johnson See attached report. Water Meters -67 meters being warranted and 10 that must be replaced (out of warranty) are ordered - Council Member Oscar Griffith made a motion to approve purchase of out of warranty meters & registers at $2,870 to be paid for out of the Water Operating Fund. Council Member MichelleLanes seconded the motion. Thei motion passed Council reviewed quotes for repair oft the roofon the pump house. - Rhett Moore $7750- Council Member Michelle Lane made a motion to approve Rhett Moore Construction to complete the repairs to the roof of the pump house at: a cost of $7,750 to be paid for from unanimously, 3-0. 2 the Water Operating Fund. Council Member Oscar Griffith seconded the motion. The motion passed unanimously, 3-0. Corbett Electric has been contacted to check out the generator. Police Department: City Clerk Lisa Johnson See attached report. 2021 Tahoe engine is being replaced under warranty. Chief was on duty with the County during Hurricane Idalia but was in Contact with both Officer Morris and Officer Estrada. Administration: City Clerk Lisa Johnson See attached report. Reported that she is working with OPB on documentation needed for the Phase II grant; the compliance monitors are requiring a separate process for EPD approval. NCIC. Audit went well and got more information on perfecting internal procedures. Thei maintenance crewi is almost done with debris pickup that we can manage. Hydraulic cylinders on the dump truck have gone out and will need to be replaced; quotes are not Tress too large for our staff to handle and limbs that need attention that could fall into roadway during high wind. We will need to run a request for bids to get this work done. The motion Reported that she had received an email from Mauldin Jenkins; they are waiting for documents from Mr. Zeigler, the former accountant, to complete the audit. They will be able to come to the Council Meeting to explain the audit when it is completed. passed unanimously, 3-0. Judge Council- requested a raise from $375 to $600. Council tabled for next meeting to include in New 2024 budget. Windstream internet service is coming to Lake Park Disconnect water - Council Member Oscar Griffith made a motion to disconnect water accounts that are 30 days past due, and to allow an agreement to pay in increments for those who need time to catch up. Council discussed the past due cut-off time. Council Member Griffith retracted his motion. Council Member Michelle Lane made a motion to disconnect water accounts at 90 Days past due, accepted the agreement to catch up past due bills. Council Member Oscar Griffith made the motion and then retracted. Council Member Michelle Lane made the motion to disconnect at 90 days and allow installment 3 agreements to catch up if needed. Council Member Busby Seconded the motion. The motion passed 2-1, with Council Member Oscar Griffith opposed. Christmas Event-1 Linda Hogan is working on Event planning. Will give an update at the November meeting. Ms. Keckli - asked ifthe City has aj program for toys for children whose families may need extra help at Christmas; Toys for Tots and the Salvation Army both have programs, but they are available only to families who are already receiving public benefits. She stated that she would like tol be ablet tol help with any such project. Mayor Sandlin stated that the Church of God has a program. Executive Session - Council Member Michelle Lane made a motion to enter Executive Session Council Member Oscar Griffith seconded the motion. The motion passed unanimously. The council entered Executive Session at 7:28 pm and reconvened at 8:24 pm. Council Member Oscar Griffith made a motion to re-enter regular session. Council Member Busby Courson seconded the motion. The motion passed unanimously, 3-0. There was no action taken.
