Deputy Mayor Blossom, Mayor Medina, and Councilmembers Deets, Nassar, Peltier, Scott and Tirman were 2. PRESENTATIONIS) A. Design Review Board 2017 Annual Report and 2018' Workplan, AB 18-038 7:03 PM Peter Perry ofthe Design Review Board presented their 2017 annual report and 2018 workplan. MOTION: I move to accept the Design Review Board's 2018 work plan as proposed. Tirman/Deets: The motion carried unanimously,7-0. 4. UNFINISHED BUSINESS A. Affordable Housing Task Force Interim Report to City Council, AB 17-013-1 Deputy Mayor Deputy Mayor Blossom introduced Althea Paulson, Chair ofthe Affordable Housing Task Force, who provided an interim report and asked for Council input. Police/Municipal Court Facility Update, AB 14-008- - Executive 8:19 PM Deputy City Manager Smith introduced the agenda item. Matthew Coates, design architect, provided a presentation on the project. Council discussed the site selection and the project. Council forwarded the site selection to the March 13,2018 City Council business meeting. 5. NEW BUSINESS A. Broadband Utility Discussion, AB 18-042 = Executive 9:41 PM [Moved] City Manager Schulze provided a presentation on broadband utility options. Paul Avis, Kitsap Public Utility District, answered Council's questions on a local improvement district. Council authorized the City B. Resolution No. 2018-07, Updating and Adopting Financial Policies, AB 18-041 = Finance Director Schroer introduced the resolution. Council discussed the policies. Finance 10:09 PM MOTION: Ir move that the City Council forward to the March 27, 2018, Council agenda Resolution No. 2018-07, Updating and Adopting Financial Policies amended to include revised language related to cost recovery for building and development services. Medina/Peltier: The motion carried unanimously, 7-0 C.Council Membership [Added] 10:32 p.m. Councilmember Scott announced his appointment as a King County Superior Court Judge and his resignation from the Council as of March 31,2018. Council discussed the process to appoint ar new Councimember. 6. REVIEW UPCOMING COUNCIL MEETING AGENDAS A. Council Calendar 10:39 PM Mayor Medina asked if there were any additions to the Council calendar. Councilmember Peltier will forward an additional revision fort the moratorium to Council and staff. 7. FORTHE GOOD OF THE ORDER 10:33 PM City Manager Schulze updated Council on meeting with the Grow neighborhood and a proposed reduction oft the speed limit to 20 miles per hour between Winslow and' Wyatt. He asked if Councilmembers objected to staff making the change administratively. Council requested further discussion 10:43 PMI Mayor Medina announced a grand opening fori the Old Mill Trail on March 18, 2018. at al business meeting. Councilmember Scott may attend. not support the idea. Mayor Medina asked Council if they supported a proclamation naming a day after an individual. Council did 2 Councimember Tirman asked for Council's support for al letter to Senator Rolfes in support of an Councilmember Peltier said that the Bainbridge Island School District is interested in co-sponsoring affordable housing bill, and Council concurred.
