Melissa and Council Member Busby Courson Morey, Police Chief Matt Bannister, Maintenance Jeff! Patterson. Mayor Jena Sandlin called the meeting to order. Mayor Pro-Tem Oscar Griffith led thei invocation. Mayor Jena Sandlin led the pledge. Mayor Sandlin called for the review and approval of the Minutes. Council Member Michelle Lane made a motion to approve the Minutes of the October 3, 2023 Council Meeting. Council Member Busby Courson seconded thei motion. Mayor Sandlin called for any further discussion. Therel being none, she called foravote. Council heard from Jeff Spradley concerning plans for the City's Hallmark Christmas Event on December 9, beginning with the Christmas Parade at 1:00. Mr. Spradley noted that the event is expected att this point to The motion passed unanimously, 3-0. go over budget and the Committee is seeking donations to offset additional costs. CITIZENS CONCERNS: Arthur Keckli - 314 4-H Club Rd - asked about the Speed Detection Radar Sign that was installed on 4-H Club Road, noting that the sign appears to be off. He: stated that the: sign helped when it was on, but as soon as it was off the speeding started up again. Police Chief Bannister stated that hel had moved the sign, which collects data, and he will cover the sign's operation in his report. Mr. Keckli asked about Air BnBs in his neighborhood. Mayor Sandlin responded that the State had not enacted any legislation regarding Air BnB's to date. Zoning Board Chair Carl Spano noted thati these are reviewed and allowed as: zoned similar tol hotels, motels and similar at the moment and that he felt these should have a Business License. DEPARTMENT REPORTS: Fire Department: heard a report from Fire Chief Matt Ryan, attached. 1 Water/Public Works Department: heard a report from Jeff Patterson on the Water and Public Works Departments, status on damage from Idalia, and the status on the Bucket Truck, attached. He reported that the: scheduled reservation for thel lift has been delayed. Council approved the cost for repair of the Bucket Police Department: Chief Matt Bannister presented the Police Report and gave a report on the Radar Sign, which were installed on October 4. He stated that even when the sign is not displaying the speeds it is collecting data, which can ber used to determine the need forl better speed bumps. Chief Bannisterd distributed Administration: heard reports from City Clerk Lisa Johnson on FEMA: activities, audit update, notice oft road Financial Reports: Council Member Michelle Lane made al motion to accept the unaudited Financial Reports for October, 2023. Council Member Busby Courson seconded the motion. The motion passed unanimously, Truck at a cost of $4,925.00. to Council reports from the Radar Sign; Mrs. Johnson requested to file with the Minutes. closure on Bellville Rd beginning December 4, and aj request for LMIG projects. 3-0. Executive Session - Council Member Oscar Griffith made a motion to enter Executive Session to approve thel Executive Session Minutes from October3,2023 and to discuss personnel. Council Member Michelle. Lane seconded the motion. The motion passed unanimously, 3-0. Council entered Executive Session at 7:33 pm. Council reconvened at 8:57 pm.
