CALLTO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Tollefson called the meeting to order at 7:00 p.m. in Council Chambers.  Mayor Tollefson, Deputy Mayor Blossom and Councilimembers Medina, Peltier, Roth, Scott, and Townsend 2. AGENDA. CITYN MANAGERS REPORT - 7:05 PM  City Manager Schulze updated Council on thei first meeting oft the Island Center Subarea Planning Process Steering Committee, a meeting relating to Day Road sewer options, completion oft the' Wardwell project,  status of the Waterfront dock project, and approval oft the Blakely School project.  5. Oath of Office for Municipal Court Judge Sara McCulloch, AB 17-175 - Executive 7:06 PM Retired Judge Robin Hunt swore in Sarah McCulloch as Municipal Court Judge fori the City of Bainbridge B. Recognition of Service for Outgoing Council Members, AB 17-212- - Executive 7:11 PM City Manager Schulze provided a presentation honoring the service oft the outgoing Council members.  Island.  Public Comment  Anne Blairt thanked Council fort their service.    Erika Shriner thanked Council for their work to address climate change. Steve Johnson added his thanks fort the quality oft their service,  6. UNFINISHED BUSINESS Executive 7:30 PM Public Comment  A. Suzuki Property Development Agreement with Olympic Property Group, AB 14-118- City Manager Schulze introduced the updated agreement. Council discussed the agreement.  Jon Rose spoke about the project and the need for affordable housing. Stuart Grogan, Housing Kitsap, spoke about his financial analysis of the project. Patti Dusbabek expressed her concerns about affordable housing. Richard Blumenthal spoke about sustainable affordable housing. Andrew Myers spoke about his concerns with the agreement.  Althea Paulson, Chair oft the. Affordable Housing Task Force, spoke in favor ofr maximizing affordable  housing.  Lisa Neal spoke in favor of additional legal review.  B. Cultural Element Funding Ad Hoc Committee Report, AB 17-103- - City Council 8:23 PM Councilmember Roth introduced the report. Deputy City Manager Smith introduced Management Intern  List who provided ap presentation on the updated public art program website. Patti Dusbabek asked for additional recognition for local artists.  Public Comment  C. Ordinance No. 2017-17 Relating to Critical Areas, Repealing Chapter 16.20 and Adopting a New Chapter 16.20 of the Bainbridge Island Municipal Code, AB 17-135-1 Planning 8:35 PM City Manager Schulze introduced the agenda item and asked Council to set a public hearing in January. Brian Wilkinson asked Council to consider a community wildfire program in drafting the ordinance. MOTION:Imoye to schedule a public hearing for January 9, 20181 to allow for additional public comment  Public Comment  regarding proposed Ordinance No. 2017-17. Medina/Peltier: The motion carried unanimously, 7-0.  2    7. NEW BUSINESS  A. City Manager's 2017 Performance Evaluation, AB 17-213- City Council 8:41 PM MOTION:Imove that the City Council accept the City Manager's 2017 performance evaluation. B. Extension of Term of Deputy Mayor Blossom, AB 17-214-1 Mayor Tollefson 8:43 PM  MayorTollefson explained the process fori the evaluation. Scott/Medina: The motion carried unanimously, 7-0. Mayor Tollefson introduced the agenda item. the City Council ofal Mayor to serve in 2018-19. Peltier/Roth: The motion carried unanimously, 7-0.  MOTION: In move that the term oft the current Deputy Mayor be extended to expire upon the election by  C. Appointment of Representative to Board of Kitsap Transit, AB 17-215 - Mayor Tollefson 8:45  PM  Mayor Tollefson introduced the agenda item.  MOTION: Imove that Councilmember Kol Medina be appointed to serve as the Bainbridge Island representative on the Kitsap Transit Board beginning. January 1,2018, and that the City Clerk advise the Scott/Roth: The motion carried 6-0 with Councilmember Medina abstaining from the vote.
