CITY OF BAINBRIDGE ISLAND SPECIAL CITY COUNCIL. MEETING TUESDAY, FEBRUARY 15, 2018 MEETING MINUTES 1. CALLTO ORDER/ROLLCALL Mayor Medina called the meeting to order at 6:33 p.m. in Council Chambers. Mayor Medina, and Councimembers Deets, Nassar, Peltier and Tirman were present. Councilmember Scott and Deputy Mayor Blossom were absent and excused. 2. UNFINISHED BUSINESS A. Ordinance No. 2018-05, Amending and Restating Ordinance No. 2018-02, as Amended by Ordinance No. 2018-03, Imposing a Temporary Six-Month Moratorium on the Acceptance of Mayor Medina asked fora a motion, and Councilmember Tirman moved and Councilmember Deets Mayor Medina asked ift there was any discussion priort to the vote on the motion, and Councilmember MOTION: To clarify how the moratorium effects Major Site Plan and Major Conditional Use permit applications, Imove to add subsection 3.Ct to Ordinance No. 2018-05 that it reads: Certain Development Applications, AB 18-021 - Planning seconded to approve Ordinance No. 2018-05, as revised. Peltier offered the following motions. C. Major Site Plan and Design Review and Major Conditional Use Permit proposals that are not otherwise subject to this moratorium and that did not, before the effective date of the moratorium, have a pre-application conference on the Planning Department's calendar. Peltier/Nassar: The motion passed 4-1 with Councilmember Deets voting against. MOTION: Imove to limit the processing ofr new Housing Demonstration Design Project applications by D. All Housing Design Demonstration Project applications, other than Tier 3, for which a complete application has not been accepted priort to the effective date oft the moratorium. adding a new: subsection 3.D. that reads Peltier/Nassar: The motion was withdrawn following discussion. MOTION:move to strike the 13thWhereds ofordinance 2018-05, which reads, WHEREAS, generally, the moratorium is intended to apply to new residential development that involves more than development of a single-family home, as well as to other types of development and land use activities that would result in: significant loss ofr native vegetation; and Peltier/Nassar: The motion carried unanimously, 5-0. Mayor Medina asked Council ifthere are any additional issues that Council would like stafft to address. MOTION: Mayor Medina asked stafft to bring back a proposal to exclude educational facilities in any zone that do not result in less than 65% oft the subject property being retained as native vegetation or that does not result ini reducing the native vegetation on the subject property by any amount that it has now. Nassar/Deets: The motion carried 4-1 with Councilmember Tirman voting against. MOTION: Imove to approve Ordinance No. 2018-05, as revised. Tirman/Deets: The motion carried unanimously, 5-0. Mayor Medina asked Planning Director Christensen fori information on next steps. Planning Director Christensen described a work program, and Mayor Medina asked ift the draft work plan could be provided by February 27,2018. Mayor Medina also asked staff to determine ift there are any unintended consequences to the new Section 3.C. 3.
