PUBLIC COMMENT ON AGENDA ITEMS - 7:02PM Jane Stone thanked Council for discussing the Soutter proposal and the resolution adopting the Open Space Study. Charles Schmid spoke in favor of the City LTAC project proposal. Jon Quitslund spoke ini favor oft the resolutions adopting the Open Space Study and the Community Forest Management Plan. Patti Dusbabek spoke about Friends oft the Farms. 4. NEW BUSINESS A. City Flag Contest Proposal, AB 17-141 - Executive 7:10 PM Communications Manager Stickney introduced City Interns Duncan Wallace and Chloe Lesh who presented their concept fora City Flag design contest. Council's consensus was to pursue the proposal. B. City LTAC Project Proposal, AB 17-133 - Executive 7:21 PM Communications Manager Stickney introduced the project proposal. Public Comment Brandon Fouts commented on the proposal, MOTION: move that the City Council forward to the August 22 consent agenda the City's proposal requesting authorization to apply for $75,000 in Civic Improvement funds to develop a wayfinding protocol Tollefson/Medina: The motion carried. 5-0 with Councimember Townsend abstaining. for Bainbridge Island. C. Resolution No. 2017-18, Adopting the Community Forest Management Plan, AB 17-142- Councilmembers Peltier and Medina 7:28 PM Councilmember Medina introduced the resolution. MOTION: Mayor Tollefson moved to amend the resolution by adding two "whereas" clauses before the last "whereas" clause: WHEREAS, since completion of the Community Forest Plan, the City has changed its form ofg goverment and has abolished some committees and commissions and established WHEREAS, since completion oft the Community Forest Plan, the City has conducted extensive public process resulting in a newly update Comprehensive Plan adopted in 2017; others; and and the addition ofa Section 2 to the implementation section: 2. Any confict between the Community Forest Planand the current Bainbridge Island Comprehensive Plan shall be resolved in favor of the Comprehensive Plan. Utility Advisory Committee Recommendation on the SSWM Study, AB 17-147-F Public Public Works Director! Loveless introduced Andy Maron, Chair ofi the Utility Advisory Committee, who Works 7:47 PM presented their recommendation. 2 Public Comment Brandon Fouts recommended selling the utility to KPUD. F. Soutter Property and Right-of-Way Vacation Proposal, AB 17-148- - Executive 8:19 PM City Manager Schulze introduced the proposal. Bruce Weiland, counsel for Sarah Soutter, answered Council's questions. Public Comment Andy Maron spoke in favor of the proposal. MOTION: Imove that we authorize the City to initiate a vacation oft the easement consistent with this proposal. Tollefson/Medina: The motion carried unanimously, 6-0. 5.
