CALLTO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Tollefson called the meeting to order at 7:00 p.m. in Council Chambers. Mayor Tollefson, Deputy Mayor Blossom, and Councilmembers Peltier, Medina, Roth, Scott and Townsend 2. Ordinance No. 2017-17 Relating to Critical Areas, Repealing Chapter 16.20 and Adopting a New Chapter 16.20 of the Bainbridge Island Municipal Code, AB 17-135 - Planning 7:15 PM Mayor Tollefson opened the public hearing at 7:16 p.m. Public Comment Lee Cross spoke about the impact oft the ordinance on Park District properties. Mike Juneau spoke about the provisions relating to invasive species. Dave Shorett spoke about the impact oft the new regulations on trails. Jonathan Davis spoke ini favor of adding flexibility to the regulations. Frank Stowell spoke about the impact oft the new regulations on trails. Patti Dusbabek spoke about the Farmer's Market and the M&E parcel. Corey Christopherson spoke about his concerns with the ordinance. Mayor Tollefson closed the public hearing at 7:36 p.m. Senior Planner Carr addressed Council's questions. 7. UNFINISHED BUSINESS D. Agreement for Incarceration of City Prisoners (KC-233-27) with Kitsap County, AB 17-178- Police 7:47 PM City Attorney Levan provided background on the updated agreement. Scott/Roth: The motion carried 6-1 with Councilmember Peltier voting against. Councilmember Scott clarified that the intent of the motion is to authorize the City Manager to take all necessary steps to complete the acquisition. D. Water and Sewer Utility Rate Study, AB 17-193- - Public Works 8:00 PM Public Works Director Loveless introduced the agenda item. Council discussed the study. complete a water and sewer utility rate study as recommended by the UAC. Scott'Townsend: The motion carried 6-1 with Councimember Peltier voting against.
