8 CITYOF BAINBRIDGE ISLAND STUDY SESSION AUGUST 2, 2017 MEETING MINUTES  SPECIAL CITY COUNCIL MEETING  1. CALLTO ORDER/ROLLCALL  Deputy Mayor Blossom called the meeting to order at 7:00 PMi in Council Chambers. Deputy Mayor Blossom and Councilmembers Peltier, Roth, Scott and Medina were present. Mayor 2. AGENDA. APPROVAL OR MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Councilmember Peltier moved and Councilmember Medina seconded to accept the agenda as presented.  Tollefson and Councilmember Townsend were absent and excused.  The motion carried unanimously, 5-0. No conflicts ofinterest were disclosed. 3. PUBLIC COMMENT ON AGENDA ITEMS-7:02PM  Dave Henry spoke about a grant.  Patti Dusbabek spoke about the Farmer's Market. 4. - UNFINISHED BUSINESS  A. Downtown Parking Study Professional Services Agreement. Amendment No. Ia and Budget  Amendment, AB 17-081- Public Works 7:07 PM Public Works Director Loveless introduced the agenda item. Brandon Fouts spoke in favor of using previous parking studies.  Public Comment  MOTION:Imove to forward to the August 8, 2017, consent agenda Amendment No. I to the Professional Services Agreement with Framework Cultural Placement, which increases the current contract by $93,179, including an associated budget amendment in the same amount from the Contingency Fund.  Scott/Roth: The motion carried 4-1 with Councimember Peltier voting against.    5. NEW BUSINESS  A. 2017 Midyear Financial Report, AB 17-128-1 Finance 7:16 PM  Finance Director Schroer provided the Midyear Financial Report. Public Works Director Loveless provided  an update on Capital Improvement Projects. Charles Schmid asked about the impact of growth. Brandon Fouts spoke about transportation issues. Patti Dusbabek asked about land contracts.  Public Comment  B. Ordinance No. 2017-19, Relating to Quarter 2 2017 Budget Amendments, AB 17-129- Finance Director Schroer provided a presentation on the Quarter 2 budget amendments.  Finance 7:56 PM  MOTION:Imove that the City Council forward to the August 8, 2017, Consent Agenda Ordinance 2017-  19, Amending the 2017 Adopted Budget. Roth/Scott: The motion carried unanimously, 5-0.  C. Update on 2017 Department Workplan Status as of Midyear, AB 17-136-E Executive 8:01 PM Deputy City Manager Smith provided an update on department workplans and performance metrics. D. Planning Commission Recommendation on Critical Areas Ordinance Update, AB 17-135- Senior Planner Carri introduced the Planning Commission's recommendation on the Critical Areas  Planning 8:27 PM Ordinance. Public Comment  Patti Dusbabek spoke against the parking garage. 6. € CITY COUNCIL DISCUSSION  A. Review of2017 City Council Priorities, AB 17-134- Executive 8:35 PM  Deputy City Manager Smith introduced the agenda item, and Council discussed the priorities identified in  January.
