City ofI Donalsonville Council Meeting-July 2, 2024 Official Minutes Mayor Pro Tem Bond called the Public Hearing to order at 6:001 PM ini the Council Chambers at City Hall. Mayor Pro Tem Bond stated that the purpose oft thel Public Hearing was to receive public input and comments regarding the proposed rezoning of 308 Hollywood Boulevard from R-B General Residential to C-1 Central Business District. Mayor Pro Tem Bond then opened the Public Hearing for public comment. After several public comments, including the correction of the zoning request to a zoning variance request, Mayor Pro Tem Bond declared the Public Mayor Pro Tem Bond then called the Council Meeting to order at 6:11 PM in the Council Chambers at City Hall. After which Mayor Pro Tem Bond gave the invocation, then all joined in the Pledge of Allegiance to the United States of America. Councilmembers present for the meeting included Mayor Pro Tem Ed Bond, CP Mitch Blanks, CP Mitzy Moye, CP Lindsay Register, CP Travis Brooks, and CPI Flossie Smith. Mayor Ron Johnson, Jr. was absent. Staff present were City Manager Jeffrey Hatcher, City Clerk Christina Corvers, Police Chief Kem Pugh, Fire Chief Dean King, Public Works Superintendent Bert Adams and City Attorney Chip Approval of the Agenda: CP Blanks made a motion to approve the Agenda, with CP Smith Hearing closed at 6:11 PM. Next was the approval of the minutes from the following meetings: June 4, 2024, Council Meeting June 14,2 2024, Called Council Meeting CP Smith made a motion to approve the above Meeting Minutes, with CP Brooks seconding. APPEARANCES: Mayor Pro Tem Bond recognized City Manager Hatcher and Mayor Ron Johnson, Jr. on their recent certificates of achievement from the Georgia Municipal Association. Next, Downtown Development Authority (DDA) Chair Beverly Burke stated that she had Chamber of Commerce President, Sarah Avery then addressed the Hotel Feasibility Study that was recently discussed at an Economic Development Authority meeting to determine the need andj profitability ofai new hotel ini the City of Donalsonville. Thej proposal is that Donalsonville, Seminole County, and the Economic Development Authority equally split the costs oft the Feasibility Study. The cost is around $5,200 per agency. After some discussion, CP Blanks made amotiont to approve the Hotel Feasibility Study int the amount of $5,200 per partner pending approvals from the Economic Development Authority and Seminole County. CP Register seconded. AYES: CP Blanks, CP Register, CP Smith, and CP Brooks. NAYS: CPI Moye. Motion Next, Kari Bradley requested permission tol hold the 2nd Annual 5K Walk/Run/Bike Event on September 14, 2024, along with assistance from Public Safety while the event is taking place. CP Smith made a motion to approve the request to hold the 2nd Annual 5K Walk/Run/Bike Event on September 14, 2024, to include Public Safety assistance for the participants while the event is CJ Hodge then voiced concerns regarding dilapidated property around the City of Donalsonville and requested the Mayor and Council address those Code violations. INTERNAL BUSINESS INTERNAL BUSINESS: The Financial Statements for May 2024 were presented. and reviewed with comments made by City Manager Hatcher on the current status, along with discussion on the three-month analysis. OLD BUSINESS OLDI BUSINESS: City Manager Hatcher then recommended the Council grant the zoning variance request for a cosmetologist business located at 308 Hollywood Boulevard. The variance request is to allow for a small cosmetology-related business on the property which is zoned R-B. After some discussion, CP Blanks made a motion to àpprove the zoning variance request fora a cosmetologist business only to be located at 308 Hollywood Boulevard. CP Smith seconded. Motion passed. Next, Public Works Superintendent Adams stated that he researched additional options for Traffic Control to better regulate the traffici issues along. 7th Street. Public Works Superintendent Adams stated that the use of other calming measures, such as speed tables and speed humps, will involve increased costs. Additionally, Public Works Superintendent Adams stated that a speed bump is the least costly route, but it can result ini more wear and tear in emergency vehicles. After some discussion, CP Blanks made a motion to approve the installation of three speed humps along East 7th Street to better regulate the traffic issues. CP Moye seconded; motion carried. City Manager Hatcher then stated that a request for people interested in participating on the Planning and Zoning Commission was placed in the Donalsonville News. City Manager Hatcher stated that the City ofl Donalsonville: received five letters ofi intent from people expressing interest in this needed function. City Manager Hatcher suggested appointing two members fora two-year beginning term and three members for a beginning four-year term. Then, the Planning and Zoning Commission could begin a regular rotation of four-year terms without the potential ofr replacing the entire Commission in a single year. Next, City Manager Hatcher discussed how the use of Statewide Travel Regulations would allow the City of] Donalsonville to have clearer guidelines on travel reimbursement and help control costs. City Manager Hatcher recommended approval of the Statewide Travel Regulations to make sure all travel expenses are clear and allowable under travel regulations. After some discussion, CP Smith made ai motion to not approve adopting the Statewide Travel Regulations. Receiving no second, the motion died. CP Moye then made a motion to approve the Statewide Travel Regulations, with CP Brooks seconding. AYES: CP Moye, CP Brooks, CP Blanks, and City Manager Hatcher then stated the Council had previously discussed the need to adopt updated Zoning Ordinances. Part of thisi includes reviewing the City's existing Ordinances and" the drafts for updates prepared by the Regional Commission. City Manager Hatcher stated that he and City Attorney Stewart have reviewed the City's existing Ordinances and the drafts for updates prepared by the Regional Commission and further discussed how to break it down as requested by the Council for review. After some discussion, CPI Moye made a motion tot table the issue until it could be reviewed by the City Attorney, City Manager, and the Zoning and of-living increase though GMA and will report back with their findings once complete. The State Properties Commission willj process a deed for the land Next, City Manager Hatcher gave an update on the LMIG 2024 funding projects ands stated that the City ofl Donalsonville hadi received the supplemental funding for LMIG for 2024. City Manager Hatcher stated that there is discussion oft the possibility ofas second supplement for LMIGI butl has not yet been established. City Manager Hatcher stated that the project continues to move forward. Additionally, City Manager Hatcher discussed the new camera system that has Next, Fire Chief King gave an update on thel Fire Department, to include information regardinga a Firehouse Subs Grant the department plans to apply for, toj provide needed equipment. When reviewing the interest paid, it is notable that GCB provided $580.87 ini interest a year ago. For the same month this year, First Port City Bank Economic Growth: The City of Donalsonville has seen ani increase of approximately $3,000 per month in SPLOST proceeds compared to last year. This equates to around $250,000 per month ini increased taxable sales in Seminole County. City Manager Hatcher noted that this incréase does not include recent growth such as the new Tractor Supply, further indicating positive One-Way Street: City Manager Hatcher stated that there will be an article in the Donalsonville News regarding the traffic change on Fourth Street. City Manager Hatcher emphasized that this one-block change to a one-way street was carefully researched and discussed with engineers. It Seminole County Booster Club Ad: City Manager Hatcher stated that the Seminole County Fine Arts Booster Club has reached out regarding the City's interest in placing an ad in the yearly football program. After some discussion, CP Smith made a motion to approve placing the same ad as advertised in last year's football program.
