CITY OF BAINBRIDGE ISLAND REGULAR CITY COUNCIL BUSINESS MEETING TUESDAY, JANUARY 23, 2018 MEETING MINUTES 1. CALLTO ORDER/ROLL CALL/PLEDGE OF. ALLEGIANCE Mayor Medina called the meeting to order at 7:00 p.m. in Council Chambers. Mayor Medina, Deputy Mayor Blossom, and Councilmembers Deets, Nassar, Peltier, Scott, and Tirman 2. - AGENDAAPPROVAL OR MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Mayor Medina asked to add a Mayor's Report to the agenda. Councilmember Scott moved and Councilmember Peltier seconded to approve the agenda, as amended. The motion carried unanimously, were present. 7-0. There were no conflicts ofi interest disclosed. 3. PUBLIC COMMENT- -7:03 PM Patti Dusbabek asked forac cover fort the Farmer's Market. Bruce Weiland spoke about the effects oft the moratorium and asked to exclude development in Winslow. Mike Juneau asked Council to consider exempting pruning from the Critical Areas Ordinance. Heide Madden encouraged Council to consider using parks fori farmland near schools. Bonnie McBryan spoke against the moratorium. Cihan Anisoglu spoke against the moratorium. 4. MAYORS REPORT- - 7:18 PM [ADDED] Mayor Medina noted that additional changes to the moratorium ordinance will be discussed on February 6, 2018. He described the format for the Critical Areas Ordinance Workshop on January 30,2018. 5. CITY MANAGER'S REPORT-7 7:23 PM City Manager Schulze updated Council on the management team retreat and a new parking violation waring policy for a first offense. 6. PRESENTATIONIS) A. Utility Advisory Committee's 2017 Report and 2018 Workplan, AB 18-018 7:26 PM Andy Maron and Jeff Kantor, Co-Chairs oft the Utility Advisory Committee, presented their 2017 report and their 2018 workplan. They addressed Council's questions regarding broadband service, cell service, and the MOTION: Imove to accept the Utility Advisory Committee's 2018 work plan as proposed. sewer utility. Briefing on Olympic Drive Non-Motorized Project, AB 14-023 - Public Works 7:40 PM Public Works Director Loveless provided a presentation on the Olympic Drive Non-Motorized Project. Public Comment Doug Rauh spoke in favor of changing Washington State Femy's offloading procedure. Bruce Weiland asked about the position oft the Waypoint Park's walls in relation to the project. Brian Wilkinson asked staff to consider the future impact of the trees on the project structures. Andy Maron spoke about the Park District Foundation's project in the area. B. Resolution No. 2018-03 Establishing Goals for the Conservation and Development of Affordable Housing on the City-Owned Suzuki Property, AB 14-118 - Mayor Medina 7:52 PM Mayor Medina introduced the resolution and asked Council ifi there were any objections or suggested changes to the resolution. There were none. MOTION:1move: that the City Council adopt Resolution No. 2018-03. Scott/Tirman: The motion carried unanimously, 7-0. Ed Kushner, spoke in favor oft the resolution. Public Comment Brandon Fouts asked Council to consider Accessory Dwelling Units. C. Climate Change Advisory Committee Membership, AB 17-062- - Mayor Medina 8:00 PM Mayor Medina introduced the agenda item. 2 MOTION: move to direct stafft to draft an ordinance amending the Bainbridge Island Municipal Code to set the number of committee members fort the Climate Change Advisory Committee at 9 [and] to allow until that happens 9 members to serve. Deets/Tirman: The motion carried unanimously, 7-0. 8. NEW BUSINESS A. Briefing on Financial Policies, Biennial Budget Development, and Priority Based Budgeting Finance Director Schroer provided ap presentation on financial policies, biennial budget development, and AB 18-016 - Finance 8:05 PM Priority Based Budgeting. Public Comment Doug Rauh asked about police station funding and spoke about real estate revenue. 9. COUNCIL DISCUSSION A. Use of Council Committees, AB 18-010- - Mayor Medina 8:33 PM Mayor Medina introduced the agenda item. Council discussed regional committees and standing committees. There was consensus to add a report from Council liaisons on regional committees to the Council agenda each quarter. Public Comment Brandon Fouts spoke against action meeting minutes. Doug Rauh spoke in favor ofir improving communications and reaching out to the Chamber of Commerce. Patti Dusbabek spoke about including all types of businesses in City communications.
