Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Pastor Marc Turner, Cleveland Worship Center, and White County (Mayor Pro Tem), and C.J. McDonald City Clerk Lisa Ritchie Ministerial Alliance 3. Pledge of Allegiance 4. Approve Agenda Pastor Turner expressed his appreciation to the City of Cleveland for efficient services. Motion by Council Member Sutton, seconded by Council Member McDonald,and voted, unanimously, to approve the agenda. PUBLIC HEARING 5. Second Reading - Resolution 2024-24 Procurement Policy Mayor Turner: stated the item. Mr. Harris discussed the proposed policy. There were no comments from the public. Mayor Turner closed the hearing. 6. Second Public Hearing and Resolution 2024-23 to approve the Water and Sewer Services, Sanitation, Building Permits, Zoning, Court Technology, and other administrative fees amending Chapter 24, Fees, Fines, and Other Charges for FY 2025 through FY 2027 Mayor Turner: stated the item. Mr. Solmon discussed the proposed fees. Ms. Ritchie stated that. Joey Chastain called City Hall to express his opposition to the item. She said he stated that fee increases will cause him budget problems. Mayor Turner closed the hearing. PUBLIC COMMENTS There were no comments from the public. NEW BUSINESS 7. Authorization for design build services under RFP#2 24-002, for the demolition of structures at 84 Underwood Street, and construction of Cleveland Fire Department - Funding Source: SPLOST V( (approved in FY25 Capital improvements Plan Budget) Mayor Turner introduced the item. Mr. Harris discussed the item stating that completion of a four bay station is scheduled for the Spring of 2025, in time for the delivery of the new fire truck. Chief Ricky Pruitt addressed the Mayor and Council Members.
