Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure (Mayor Pro Tem), and C.J. McDonald Council Member McDonald was in attendance remotely. Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation -Pastor John Harrison, Nacoochee Presbyterian Church, and White City Clerk Lisa Ritchie County Ministerial Alliance Council Member Sutton gave the invocation. 3. Pledge of Allegiance. 4. Approve Agenda Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the agenda with an amendment to item number 7 changing July 6to July8. NEW BUSINESS 5. Intergovernmenta. Agreement for the use and distribution of proceeds from the 2024 Special Purpose Local Option Sales Tax (SPLOSTVI) for capital outlay projects Mr. Harris commended White County Commission Terry Goodger and White County Manager Billy Pittard. He said they always work for the betterment of the people. Mr. Harris stated that the language and projects are the same as the ones the Mayor and Council approved in the past. He said this one is for November. He said the split Mr. Pittard addressed the Mayor and Council Members. He stated that since the dates had been changed it had to be brought back before the Council. Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to approve the Intergovernmental Agreement with White County and the City of Helen for the use and distribution of proceeds from the 2024 Special Purpose Local Option Tax (SPLOSTV VIfor capital outlay projects. 6. First Reading - Resolution 2024-24. Adoption of Procurement Policy Mr. Harris gave an overview of the proposed Procurement Policy. is 60% for the County, 20% for Helen, and 20% for Cleveland. 7. Municipal CourtJudge Service Agreement for the period of July 68, 2024to January 11, 2027 Mr. Harris discussed Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the Municipal Court Judge Service Agreement for the period ofJuly 8, 2024 to January 11, 2027. 8. DEPARTMENT REPORTS 9. Economic Development and Planning - Director Tom O'Bryant June 2024 Report Mr. O'Bryant addressed the Mayor and Council Members. First Public Hearing Resolution 2024-20 Authorize the Municipal Court of the City of Cleveland to charge a technology fee Mayor Turner opened the Public Hearing and stated the item. Mr. Harris stated that the law allows for a fee, up to $10 per fine, for those using court services. He said it will have to go before the General Assembly. There were no comments from the public. Mayor Turner closed the Public Hearing. 16. First Public Hearing Resolution 2024-21 for a 6-month Moratorium on Cannabidiol (CBD) Stores Mayor Turner opened the Public Hearing and stated the item. Mr. Harris discussed the item. There were no comments from the public. Mayor Turner closed the Public Hearing. 17. First Public Hearing Resolution 2024-22 for a 6-month Moratorium on Vape Shops Mayor Turner opened the Public Hearing and stated the item. Mr. Harris stated that the moratorium is to allow the city to study zoning and land use. There were no comments from the public. Mayor Turner closed the Public Hearing. 18. First Public Hearing and Resolution 2024-23 to approve the Water and Sewer Services, Sanitation, Building Permits, Zoning, Court Technology, and other administrative fees amending Chapter 24, Fees, Fines, and Other Charges for FY 2025 through FY 2027 Mayor Turner opened the Public Hearing and stated the item. Mr. Harris stated that the citizens would only pay for the services they use. This schedule increases the fees each year over a 3-year schedule (FY 2025, FY 2026, and FY2 2027). The schedule allows the city to plan and keep the citizen informed well in advance of fee increases. There were no comments from the public. Mayor Turner closed the Public Hearing. OLDE BUSINESS 19. Ratification of add on equipment; additional camera on driver side, two tone cab paint, and six position wireless setom for the ladder truck from Williams Fire Apparatus - FUNDING SOURCE: SPLOSTV Motion by Council Member Bowen, seconded by Council Member McClure and voted, unanimously, to approve the ratification of add on equipment additional camera on driver side, two tone cab paint, and six position wireless setom for the ladderi truck from Williams Fire Apparatus utilizing SPLOST V as the funding source. 20. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: Solicitation for sealed bids for vehicles, dumpsters, and other surplus Appreciation for the teamwork (fire, public works and police department) items led by Mr. O'Bryant and the successful fireworks event Council Member Bowen stated that no one experienced traffic issues.
