Call to Order Mayor Turner called the meeting to order at 6:00 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also present were City Administrator Kevin Harris, and City Clerk Lisa Ritchie (Mayor Pro Tem), and C.J. McDonald 2. Pledge of Allegiance Dean Dyer, WRWH, gave the Invocation. 3. Approve Agenda Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the agenda. PUBLIC HEARING 4. Third Public Hearing - 2024 Millage Rate and Digest 6:15 p.m. 2024 MILLAGE RATE AND DIGEST 5. 2024 Millage Rate and Digest Adoption Mayor Turner stated the item and said that the purpose of the hearing is to hear from the public to assist the Mayor and Council Members to determine the millage rate for Mayor Turner stated that the current millage rate is 5.056. He said retaining the millage rate would result in an increase of .413 mills over the rollback rate. For a home the city for Fiscal Year 2024-2025. with a fair market value of $200,000 this would mean an additional $33.04 in property taxes. For a home with a fair market value of $300,000, it would be an additional $49.56 in property taxes. Mayor Turner stated that the Mayor and Council will consider adoption of the millage Mr. Harris gave a presentation stating the rate of 5.056 is the non-roll-back rate and Mayor Turner gave the Public Hearing instructions and called for comments from the rate at 6:15 p.m. on Thursday, August 8, 2024. 4.643 is the roll-back rate. public. There were no comments from the public. Mayor Turner stated that there is record high inflation and rising unemployment. He asked the Council to consider the roll-back rate especially since the City has a balanced budget. He stated that he would not sign the documents should the Council do Mayor Turner closed the public hearing and stated the time of 6:15 p.m. Motion by Council Member McClure, seconded by Council Member Sutton and voted, unanimously, to adopt Resolution 2024-24 to set the Millage Rate at 5.056. otherwise.
