Oak Springs Community Center/Police Department 342 Campbell Street, Cleveland, GA  Est.1870  1. Call to Order  Mayor Turner called the meeting to order at 8:00 a.m.  PRESENT:  Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, and Jeremy McClure  (Mayor Pro Tem)  Council Member C.J. McDonald was not in attendance.  Also present were City Administrator Kevin Harris, and City Clerk Lisa Ritchie  2. Pledge of Allegiance 3. Approve Agenda  Motion by Council Member Sutton, seconded by Council Member McClure, and voted,  unanimously, to approve the agenda.  PUBLIC HEARING  4. Second Public Hearing 2024 Millage Rate and Digest  Mayor Turner stated the item and said that the purpose of the hearing is to hear from the public to assist the Mayor and Council Members to determine the millage rate for Mayor Turner stated that the current millage rate is 5.056. He said retaining the millage rate would result in an increase of .413 mills over the rollback rate. For a home with a fair market value of $200,000 this would mean an additional $33.04 in property  the city for Fiscal Year 2024-2025.    taxes. For a home with a fair market value of $300,000, it would be an additional  $49.56 in property taxes.  Mayor Turner stated that the Mayor and Council will consider adoption of the millage Mr. Harris addressed the Mayor and Council Members and reiterated the information Mr. Solmon gave a presentation stating the rate of 5.056 is the non-roll-back rate and  rate at 6:15 p.m. on Thursday, August 8, 2024.  Mayor Turner reported. 4.643 is the roll-back rate.  Mayor Turner called for comments from the public. There were no comments from the public.  Mayor Turner stated that the next and final public hearing will be held on August 8, 2024, at 6:00 p.m. followed by the vote at 6:15 p.m. or later meeting if that hearing  runs long.  Mayor Turner closed the public hearing.
