The Carl Junction City Council met in regular session on Tuesday July 16, 2024 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, David Pyle, Roger Spencer, Hollie LaVigne, Walter Hayes, Bob McAfee, Rick Flinn, and Carole Wofford. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. APPROVAL OF BIDS FOR PARKING LOT STRIPING AND SEALING Steve Lawver said we received two bids from Logan Paving and Advanced Work Zone Services. He said Logan Paving was the low bid at $16,440.00, and Advanced Work Zone Services bid was $26,028.90. Steven said this is for the parking lots at thel Police Department and Community Center. APPROVALOF) DESTRUCTIONOF OLD RECORDS Alaina Wright said these were all records that were past their retention periods. The records being destroyed are from the telephone, Charlie Williams, and Rails to Trails lawsuits, as well as general liability and workers compensation claims closed prior to 2016, backflow prevention records prior to 2017, unmailed bill cards prior to April 2021 and returned mailed prior tol November 2021. Mike Talley said he was involved in all the litigation issues and believes all of his records from those have already been destroyed. LaDonna Allen motioned to approve the destruction of records. David Pyle seconded. Alli in favor. No opposed. REPORTS Long-Term Project report - LaDonna Allen said she went by the park and saw work was going to begin on Center Creek Park. She asked ift there was any update on the dog park and Steve Lawver said hel had not had any update and he gave them until August Sth LaDonna Allen asked about the sunshades and Steve Lawver said there were four shades for the bleachers by the outdoor basketball court at the Community Center and two shades for the bleachers at the pickleball courts in Center Creek Park. Stevel Lawver said he spoke with Sapp Design around 4:30 this evening and she said she would make a few rough sketches for LaDonna Allen asked ift there had been an assessment done for the overlay on the roads and Steve Lawver said he needed to Roger Spencer asked when work would begin on the basketball court at 4-Oaks Park and Steve Lawver said as soon as work Rick Flinn asked about thes stormwater project that was listed and asked about the long-term plan for stormwater projects. Steve Lawver said we neededa a way to fund more projects. He said he found funding withi rural development that we might potentially qualify Police Dept. report - Hollie LaVigne asked ift the deceased person was in their own home and Chief McCall said yes. Public Works report - Hollie LaVigne asked what signs were put upi in Briarbrook and Harvey Kitzberger said old signs were replaced. David said the Bulldog Beach assessment was thes second issue and they decided toi fill the pool to find out how bad the water lossi is. approval. UNFINISHED BUSINESS Walter Hayes asked about a meter on the solar panels and if we have received anything. Steve Lawver said he and Hollie LaVigne went to the MODOT meeting and they came out with aj press release for a meeting ChiefMcCall: saidt there was an incident at Center Creek Park where multiple kids over 15 were playing pickleball and drinking alcohol and they discovered thel hours of operations signs at the park and current city ordinances have conflicting information about when the parks are open.
