CITY OF ARNOLDSVILLE CITY COUNCIL MEETING 7/18/2024 Mayor: Danny Morcom Council Present: Norma Craddock, Blake Arnold, Joyce Sniff, Joel Kriner, Lillian Sanders City Employees Present: Dana Player, Lynn Shedd City Attorney Present: Danny Love Guests Present: Melvin Fleming, Doug Cosby, Stan McNeil, Lynda Norman At 6:00 pm Mayor Danny Morcom called the meeting to order. He asked Lynda Norman to stand. He then presented her with a plaque honoring Jack Norman for his 30 of years service to the City of Arnoldsville. Minutes On a motion from Norma Craddock, seconded by Lillian Sanders, the minutes for the June 20, 2024, regular meeting was approved as submitted. Vote 5-0 Onan motion from Norma Craddock, seconded by Lillian Sanders, the minutes for the June 27, 2024, called meeting was approved as submitted. Vote 5-0 General Fund Financial Report On a motion from Joyce Sniff, seconded by Joel Kriner, the June 2024 General Fund Financial Report was approved as submitted. Vote 5-0 Water Fund Financial Report On a motion from Joyce Sniff, seconded by Norma Craddock, the June 2024 Water Fund Financial Report was approved as submitted. Vote5-0 Water Department Report Water Superintendent, Adam Boswell, was not present. Mayor, Danny Morcom, said that the tanks are full. The GW Bray well is being worked on. They are trying to get the pump back in. Itv was hard getting the pump out because of the rock. A camera is going to be used to see it they can put it back in. It cost $850.00 to use the camera. If they can put it back in, it will cost around $13,000.00. The Meyer Farm well needs some electrical work and then it will be up and Mayor, Danny Morcom said that Adam was seeking another well site on the city's property. Rusty Allen will be assisting in this process. He has found multiple well sites in the past. running. This will cost around $10,000.00. 1 Fire Department Arnoldsville Fire Chief, Heath Baker, was not present. The assistant chief, Stan McNeil, reported that there were 7 or 8 calls, and they are using the new truck which is working great. The fire department did a dunking booth fundraiser in Crawford on July 4h and raised about $640.00. However, there was a problem with the engine on the truck and it cost them about Mr. McNeil asked the city council ifthere was enough water for them to hook up in case ofa fire and ifnot, they would keep hooking up in Clarke County or Crawford. The council They have a couple ofnew members. $620.00 that agreed there was enough water for an emergency. Zoning Land Use/Zoning Officer Lynn Shedd reported that he gave out one permit for a driveway be built on Yancey Road. New Business to There was not any new business to discuss. The council sent out a water resolution that set the new water rates for July. There were multiple complaints about the water bills. Per legal advice from City Attorney Danny Love, for the rates to back to the normal rates the council would need to rescind their motion and revise the bills. go Joyce Sniff stated that the council set the water rates, they were trying to save the water. The intended goal was to stop the people who abuse it. Joel Kriner said that it came from new construction and that we needed to focus on the abusers. He suggested that we secure the funds tol bring the wells up to date. On a motion from Joel Kriner, seconded by Norma Craddock, a vote to rescind the resolution and put the rates back to normal. Vote: 2-0 with 3 abstentions. Lillian Sanders said that she needed some historical data before the next meeting, and she preferred to have it in excel format. Blake Arnold agreed that he needed data to make aj justified decision. Joel Kriner thought the rates were a little too high and that the council needed to revise After the council spoke to each other, they determined that there was not enough time to let them know about the new rates. Ona ar motion from Joel Kriner, seconded Norma Craddock, a vote to rescind the new water rates for July and revise the bills. However, by the resolution and new water rates will be effective starting August until further notice.
