There was al brief moment of silence following the MINUTES: Mr. DeYoung motioned to approve the minutes from June 3,2024 and June 17,2023, PAYROLL CLAIMS: Mr. Walstra motioned to approve the payroll claims with checks dated June CLAIMS: Mr. Walstra motioned to approve the claims, as) presented, Mr. DeYoung seconded and CLERK KARA FISHBURN / VACATION EXTENSION REQEUST CONFERENCE REQUEST: Ms. Fishburn asked to extend a week of an employee's vacation from October to December. Mr. DeYoung motioned to approve, Mr. Walstra seconded and the motion carried. Ms. Fishburn asked for her and] Recorder Grow to attend the AIC conference: in September and for hera and the Voter Registration) Deputy to attend the Indiana Voter Registration conference on. July 11th. Mr. Walstra motioned to approve the requests, Mr. DeYoung seconded and the motion CONFERENCE REQUESTS: There was a request from the Treasurer for her and a Deputy to attend the State-called Treasurer's conference in August. There was also a request from the HR Director to attend the AIC conference in September. Mr. DeYoung motioned to approve the HOTELPAYMENT FOR AICCONFERENCE: HR Director, Holly Eldridge, sent a letter stating that she contacted the hotel where the AIC conference will bel held and they said the county can payf fort the County employees who are attending the conference via check so, the employees won't have to pay themselves and get reimbursed. She said they will have to use their own card for incidentals. Mr. DeYoung motioned to approve prepaying the hotel reservations, Mr. Walstra FMLA TRAINING FOR DEPTMENT HEADS AGENDA: Ms. Eldridge also sent a tentative agenda for FMLA training for the County department heads. The training will take place on Wednesday, September 11, 2024. One session will be from 9:00 A.M. to 11:00 A.M. and the second session will be from 12:301 P.M. to 2:301 P.M. The department heads only need to attend one oft the sessions ands some departments may want to send a secretary or deputy to be al backup. Mr. Bontreger said they will cover the following topics: first things first, FMLA, FLSA, timekeeping requirements, ghost employment, overtime and compensatory time, flex time, disciplinary action, employee files and question and answers. This is pending the construction on thel brick streets project. Mr. DeYoung motioned to LIGHTING AT JASPER COUNTY COMMUNITY SERVICES: Mr. Bontreger said they had a quote from Kevin Moore Electric toi fix lights at. JCCS for $3,385.00. Mr. DeYoung motioned to JAILCHILLER PROJECT: Mr. Bontreger said they got input from the Sheriff on his proposed chiller project that is about $725,000.00. He said they need to officially make an appropriation request to the Council for the project. He asked ift the Commissioners had any other comments or concerns. Mr. DeYoung said he thinks iti is a good idea putting it on the ground. Mr. Walstra said it needs to come off the roof. Mr. Walstra motioned to approve, Mr. DeYoung seconded and the PROCEDURE FOR PURCHASING VEHICLES: Mr. Bontreger saidt they need to make sure that money is getting appropriated ahead of time andi invoices turned in before getting a vehicle. Ms. Jordan said people are picking up vehicles before they even get an invoice toj purchase them. She said they are doing things backwards. She saidi in order for them to get the plates, they need the titles and people are picking up the vehicles withi no] paperwork SO, they end up with expired paper STACE PICKERING/NSURANCE RENEWAL: Mr. Pickering went over: the 2024 insurance renewal summary. Hes said the majority oft the changes are withi the property coverage. Hes saidt the blanketi is $41,008,872.001 fort the buildings, other than the Courthouse. Hes said the Courthouse has $32,097,882.00 in coverage for the building and about 1.3 million for the contents. He said this year, they pulledt the Courthouse out oft thel blanket. Hes said property values went up 12%. He said the five buildings at the fair grounds were put on ACV due to their age. He also went over the inland marine coverages, casualtyliability coverages, cyberi insurance and workers compensation. AMENDMENT TO GEOLOGICAL TEST WELLS ORDINANCE: Planning and Development Director, Mary Scheurich, said that the ordinance was sent back to the Plan Commission for a setback revision. She said they wenti from a 300-foot setback to 1,3201 feet and to make sure thati it stated this was just for the testing well. She said the Plan Commission made a favorable recommendation: for the 1,320 feet. Mr. DeYoung motioned to approve the ordinance, Mr. Walstra PRAIRIE RIDGE SUBDIVISION / SPEED LIMIT CONCERNS: Mr. Bontreger said they received al letter from a group ofl homeowners in the Prairie Ridge subdivision concerning speeds in their neighborhood. The letter stated that there's s no posted speed limit and they thought that Indiana Code stated unposted residential speed limits were 25 mph. They requested that officers comei into the subdivision to check for speeders. Attorney Beaver said that Indiana Codes states that the unposted residential speedl limits are 201 mph. Hes saidt the Commissioners don'tneed tol havea a public hearing or anything for this but, they canj just simply post speed limit signs. Mr. Bontreger asked Sheriff Williamson ift they patrol subdivisions like this and if they post the signs, how will they ensure people will change their behavior. Sheriff Williamson said they can patrol subdivisions but, they don't have enough manpower to patrol them all. He said they recommend speed bumps or a speed trailer.
