Hes said Dr. Conner hadi raised some valid points, and ift there isa way to make an alternative while reducing costs and meeting the master plan, we can doi it. Chairman Dockery said the BOC is aware ofI Dr. Conner's opposition toi the project as it was previously presented, and we intend to look into alternatives. Dr. Conner disseminated al handout to thel BOC with aj prepared statement and a map of the property around the reservoir. He said he is pleased that the BOC is considering an alternate plan. The original plan from Falcon Design was to make a paved, two-lane road heading to a 150-space parking lot, and part of the road would have cut through the new trail. Dr. Conner said the main point of contention is whether the reservoir is going to be fully developed, or willi it be largely left as natural greenspace? Thei master plan created by Lose Design included many different uses, including an amphitheater, RV Dr. Conner said hel believes most people were against the master plan as it was created in 2021; most people want itl left natural. Hes said opposition has risen primarily because people think this parking lot andi roadi is the first step in implementing the master plan, andj people don't want the interior oft the reservoir developed. Dr. Conner reiterated why he thinks the 10 acres owned by the County off Rock House Road would be al better place for parking, restrooms, aj picnic pavilion, and trail access. He also said thel BOC should put this on the ballot inj November as al referendum. Chairman Dockery said thel BOC did not decide overnight what to do with the reservoir. It was al lengthy process, including forming the Yahoola Creek Reservoir Property Study Committee and] hiring Lose Design. Lose Design had multiple townhall meetings, publici input sessions, and online surveys. We didi not arbitrarily come up with a plan without Trinal Pellegrino asked how the process would work to have this put on ai referendum. Chairman Dockery said he hopes we can reach a resolution without having to resort to that, which would put a big delay on everything. Thei reservoir will get more congested as more people use it, and the city has been working to get aj pedestrian bridge built. He further stated he does not think we will end up with a conference center, especially within the next two years. He also said he doesn't think we: should pause all development, just to put a straw question ont the ballot. We can. look at alternative plans. Dr. Conner returned to thej podium to clarify some ofl his statements. He asked ift there was a consensus tol keep thei interior ofther reservoir natural. He said the public does need access, but we need tol keep thei reservoir intact for our children and Betty Fisher asked how it was decided that 150 parking spots should be needed, and Chairman Dockery said it was recommended by the professionals at Lose Design based on the usage oft the reservoir. It does not have anything to do with the later stages oft the master plan.
