Lumpkin County Airport Authority Lumpkin County Administration Building, 99 Courthouse 183) Call to Order Thei meeting was called to order at 4:05 pm. Present were. Authority Chairman Bob] Hawk, BOC Chairman Chris Dockery, Jackie Lee, Greg Trammell, and] Dean Lemoine. Also] present were County Manager Alan Ours, Airport Manager Ashley Peck, Special Projects Manager Charles Trammell, and guest Tim Moss. Approval of Agenda Jackie Lee movedi to approve the agenda and was. seconded. by Chairman, Dockery. The motion was approved and carried. Approval of Minutes March 19, 2024- - Regular Meeting Minutes Chairman. Dockery moved to approve the minutes and was. seconded byJackie Lee. The motion was approved and carried. April 16, 2024. - Regular Meeting Minutes Chairman Dockery moved to approve the minutes and was. seconded by Greg Trammell. The motion was approved and carried. Financial Update Ms. Peck said there have been no expenses besides basic utilities and the fuel tank cleaning. Some lease payments have come in, but therel have been no fuel sales duet tot the fuel station stilll beingt turned off. There was $2,000 budgeted for equipment and repairs, and thei fuel tank cleaning process was $4,248, SO we are over-budget: for the Chairman Dockery made ai motion to approve thej financials and was. seconded by Ms. Lee. The motion was year. approved unanimous'y. Old Business Fuel Update Ms. Peck explained she obtained somej pricing on replacing the fueling station ranging from $2,000 to $6,000. It would be a self-contained tank andi it would) hook into the current fuel master system, though we: might have to install a concrete pad underneath: it. The fuel is still in the current tank after it was recently cleaned and tested. Ms. Peck saidt there has been some interest in the old fuel, including from' Tim Moss, who would like top purchase 300 gallons. Shel has also spoken to the people att thel Dawsonville racetrack. Chairman Dockery asked ifit would be possible to offer the fuel at a discounted rate, perhaps with some sort of disclaimer thati iti is noti recommended for Page 1 use in aircraft, or perhaps with a waiver? Ms. Peck said she has reached out to the County Attorney regarding the possibility ofs selling the fuel with a waiver, but she didi not think a waiver would be suitable. Ms. Peck will work Citizen Tim Moss said some oft the other airports have fuel trucks, and maybe they would be interested in thei fuel. In his experience, he said aviation fuel doesn'treally decay like car gas does. Ifyou can prevent water from getting into it,t the fuel is good for years. Ms. Peck said the octane level was fine when the company tested it, butt they weren'twilling to offer a guarantee on the usability oft the fuel. They cleaned thet tank and removed the water. Ms. Peck said she looked into it, and the state will not assist us with ai new: fuel tank. Charles Trammell said they are not putting any money into fuel farms anymore. Chairman Dockery asked if we get a new: fuel tank, what can we do tos stopi iti from deteriorating like the old one? Thej problem is our airport is sO small. Buying fuel in small quantities is more expensive, which leads to us having to charge more. The fuel then sits for longi periods of time. Mr. Moss Tim) Moss said a courtesy car would be great, but Chairman Dockery said thel liability ofit would havet tol be researched. He: said we: also need tol have al business plan before we commit to a newi fuel tank. He asked Ms. Peck Chairman Dockery made ai motion to price thej fuel at $3.50 per gallon when iti is put back upj for sale. Greg with the County Attorney tos see ift there is a way we can sellt the fuel without liability. suggested that more: activities could drawj people tot the airport, like weekend fly-ins. tol look into the numbers of! how many gallons of fuel we sell per year on average. Trammell seconded the motion, which was approvedi unanimously. New Business There was no new business. Comments/Questions Chairman Dockery said he was approached by Senator Steve Gooch, whoi is an adjacent landowner to the airport. He has ai flats spot at his property andl he has floated thei idea oft building al hangar and obtaining some sort of access to the runway. Chairman Dockery said ifthisi is something the Authority would like to consider in the future, it might be good to obtain a concept plan from Senator Gooch. Dean Lemoine said Craig Gentry suggested such at thinga a few years ago and. Jimmy Berrong shot him down pretty hard. He wanted to build al house and] hangar along the airport property, but they didn'tallow him to do it. Chairman Dockery asked Ms. Peck to look into the possibility of Charles Trammell brought upi that thei road department has been clearing some trees around the airport and they have Senator Gooch having access tot thei runway through his property. also been working on the drainage issue behind some oft thel hangars.
