AM Members Present: Chair - Steve Divine, Julie Glade, Scott Little, John Wallace, Larry Hand Others Present: Anne Dover - Director; staff members Approval ofMonthly Board Meeting Agenda: - Member Glade made a motion to amend the agenda to delete the Executive Session and replace it with the. Appointment ofthe Board Secretary; Second by Member Hand. Motion carries 4-1 with Member Member Glade made a motion to approve the revised agenda; Second by Member Hand. Approval of Previous Meeting Minutes June 3, 2024: Member Glade madea motion to approve thei minutes ofthe. June; 3, 2024, meeting; Second by Member Divine. Wallace voting No. Motion carries 5-0. Motion carries 5-0. Appointment of Board Secretary: Member Glade made a motion to appoint Member Hand as Board Secretary, Second by Member Wallace. Motion carries 5-0. Old Business: None New Business: Elections Team Changes - Anne Dover, Director advised that Bradley Myers isl leaving the Cherokee County Elections Office stafft to go to his new position in the elections office oft the Secretary of State. Staff positions are changing as follows: Bradley Myers - Electronic Systems Manager - Resigned Grace Waddell - to replace Bradley as - Electronic Systems Manager Ginger Millsap - to replace Grace as - Training & Education Manager Jody Gramling - to go: from part time toi full time as - Voter Services Specialist Public Comments: Barbara Kidder Board Comments: Member Wallace spoke about the question raised about HB-642related tol length ofterm oft the BOE Chair and need for clarification of that matter. Member Glade, Member Divine, and Member Hand added their concerns. Member Glade requested that any efforts to approach thel legislature be made in a bipartisan manner with open communication to the entire Board. Each Board Member agreed to this request and Member Glade (D) and Member Hand (R) agreed to take these issues as action items andl keep the other Board Members advised of our progress. Member Glade also discussed a similar bipartisan approach when members wish toconsult with members oft the Board of Commissioners. Member Wallace and Member Hand pointed out that this would be cumbersome and would not agree to this request. Chair Divine also indicated that BOER members should be able to approach BOC members as they wish. Chair Divine requested thati if BOER members wish to approach members oft the BOC with an issue that affects the Board of Elections, or elections and voter registration in general, that notice of these approaches would be communicated with the other members oft the BOER, as a courtesy. Member Glade commented that iti is important that the BOER begin to work together in a bipartisan manner and serve as an example to the community on howt to cooperate in a reasonable manner. Anne Dover was included in the discussion and pointed out that the law might be betteri if an appointed group ofcounty. judges reviewed and appointed the BOE Board Members rather than the Commissioners. She also emphasized on behalf of the election staff that she and the staff need each member oft the BOER to support their efforts.
