The meeting convened at 4:30 PM at the Stewart County Courthouse with Vice Chair Arcola Scott presiding. All voted in favor and motion carried. Commissioner Joe Lee Williams moved to amend the agenda to add Lane Road bids to the agenda; seconded by Commissioner Tyrone Nelson. All voted in favor and motion carried. Public Appearance: A. David Winheim, Public Defender, Southwestern Judicial Circuit - presented the FY25 Budget request to the Commission. Commissioner Joe Lee Williams moved to accept the Indigent Defense Contract Between the Office of the Circuit Public Defender of the Southwestern Judicial Circuit and Stewart County for $35,135.67; seconded by Commissioner B. Nea Permenter, Chairman, Parks Memorial Library Board - presented the request for an C. Peggy Mitchell, county citizen = addressed the Commission regarding her concerns with the Thomas Mayo. All voted in favor and motion carried. additional $100 per month for the FY25 Library budget. No action taken. Stewart County' Water Authority. Administrative Matters: A. Agreement between Stewart County Health Department, Stewart County Board of Commissioners, and New Horizons Behavioral Health - Commissioner Joe Lee Williams moved to approve the agreement between the Health Department, Stewart County, and New Horizons; seconded by Commissioner Tyrone Nelson. All voted in favor and motion carried. B. Planning and Zoning Technical Assistance Contract between RVRC and Stewart County C Commissioner Joe Lee Williams moved to accept the contract at an annual expense of $6,000; seconded by Commissioner Thomas Mayo. All voted in favor and motion carried. C.E Borrow Pit for EMS Ambulance Shed - Commissioner Joe Lee Williams moved to accept the Agreement to Accept Donation of dirt between Mac Moye and Andrew Moye and Stewart County; seconded by Commissioner Tyrone Nelson. Appointment to the Stewart County Board of Family and Children Services - Vice Chair Arcola Scott moved to reappoint Larry Smith to the Stewart County Board of Family and Children Services; seconded by Commissioner Tyrone Nelson. County Attorney - County Attorney Bin Minter provided a report on legal topics pertinent to the county for the commission to review. Commissioner Thomas Mayo moved to request the Water Authority Board to have a meeting before the August 13, 2024 Commission meeting; seconded by Commissioner Tyrone Nelson. Old Business: New Business: A. Lane Road Bids - Oxford Construction Company was sole bidder at $436,167.00. Commissioner Thomas Mayo moved to resurface specified portion of Ponder Road at a cost of $21,265.00 with funds to be taken from TIA; seconded by Commissioner Joe Lee Williams. Vice Chair Arcola Scott, Commissioner Joe Lee Williams, and Commissioner Thomas Mayo voted in favor; Commissioner Tyrone Nelson voted opposed. Motion carried.
