Action fort the Historical Society. He says that his partner Frank Virgin has not got a chance to complete itl becausel he is currently out oft town on vacation this week. He also says that he would need to meet with the County Manager The Manager: The County Manager advised the Commissioners that the Rodeo will be August 18, 2023, and would like to invite everyone to come out.. Also the County will start and the Chairman about the survey: for Box Road. hauling dirt tot the Upper Cemetery starting August 2, 2023. NEWBUSINESS The County. Attorney: None The Manager: The County Manager advised the Commissioners that August 3, 2023 the County will attend the IGSA signing on Ft. Moore, and the Commissioners. arei invited to attend. He: also advised that Mr. Alan Horniday, the Chief Appraiser for the Tax Assessor: isl here to discuss the Counties' Millage Rates. Chairman Coffey explained that the County willl have tol have three Public Hearing for the. Approved Millage Rates. He: says thei first hearing will bei in the: morning of the Work Session The second meeting willl be during the Work Session and the last meeting willl be at the next Regular Meeting. SPEAKERS Alan: Alan advised that the third meeting date would need tol be changed to: meet the requirements of the state. The state requires that the five-year taxl history is posted in the paper for at least seven days after publication. The Commission agreed to add al Public Hearing to the Schedule on August 28, 2023, at: 10:00 a.m. Also there willl be a second Public Hearing before the Work Session on August 28, 2023, at 6:00 p.m. They also agreed to change the September Regular Meeting from September, 5, to September 6, 2023, at 6:00 p.m. to: meet thei requirements oft the state. COMMISSIONERS: Vice- Chairman Biddle made aj motion to amend the agenda to make the appropriate changes for the Public Hearings and to change the date oft the next Regular Meeting. Seconded by Commissioner Douglas. The vote was unanimous. Comments: Vice-Chairman Biddle: advised the community that hel has spoken with the County Manager about thei roads that needs to be patched with asphalt. The roads that willl be patched is Manner Rd. and ati the four-way intersection ofWells St. and Broad St. because there were: some concerns about the school bus making right hand turns because oft the barrels in the: road. He also says they have discussed either renting the equipment so the Public Works department can patch the road or contract Phenix Paving. He also says that the road near the post office where the Water Department had a water leak, they had to dig up the asphalt to stop the leak. He asked that the debris that was left behind be cleaned up and for the area to bej patched with the asphalt as well. Vice- Chairman Biddle also says that it was brought tol his attention that there wasa bond done with a citizen for a road, and says. hei is unsure. how it was done in thej past buti in the future if anyone needs a road bond, they should go through the proper bonding company procedure and the county does not getinvolved. The County. Attorney advised the Commission that they should create a list oft the companies that can provide those services. Chairman Coffey says that tol his understanding the county was trying tol help buti it potentially could've backfired and hurt the County. Executive Session: Commissioner Douglas made thei to close meeting to the public and enter Executive Session, seconded by Vice-Chairman Biddle. The vote to enter Executive Session was unanimous. Executive Session was entered at 6:43P p.m. Regular Meeting Reconvened: The regular meeting reconvened at 8:071 p.m. Chairman Coffey made the statement that the subjects discussed during the closed meetings were personnel matters and legal concerns and were within the legal exceptions toi the open meetings law and that no votes were cast except as those permitted per O.C.G.A. 50-14-3within the session. ADJOURNMENT: Commissioner Hoyte made the Motion to adjourn the meeting. Seconded by Commissioner Frost. The vote to adjourn the meeting was unanimous. He also says that there has been some discussion about the employees not receivinga pay: raise. He asked ift the Commission ifh by Januaryi, 2024, ift the countyis on track with their budget how doi theyi feel about amending the budget to give the employee'sa) pay raise. To show the employees we do appreciate what they do ift thei moneyi is there. Commissioner Douglas says that hei thinks that the employees should also get evaluations. Commissioner Biddle also agreed that we: should either doai raise or an evaluation for the employees, itgives them something to look forward to.
