Town of Williamsport Mayor & Town Council Regular Session Meeting Minutes - March 11,2 2024 On March 12, 2024, the Mayor & Town Council for the Town of Williamsport held a Work Session. Those members of the elected body who were present included Mayor William Green, Assistant Mayor Dennis Grove, Councilman Jim Braswell, Councilman Charles Brown, Councilman Earle Pereschuk, Councilman Ben Tinsley, and Councilperson Margaret Yaukey. Town employees in attendance were Chad Rooney, Town Manager, Ed Kuczynski, Town Mayor Green called the meeting to order at 7:20pm and asked for ai moment of silence and then Mayor Green asked for a motion to approve the Regular Session meeting minutes from February 12, 2024. Councilman Tinsley made ai motion to approve the minutes with one modification to list "Hauling for Hope" as the business presented by Clint Rawlings; Councilman Pereschuk Mayor Green asked for a motion to approve the Work Session meeting minutes from March 4, 2024. Councilman Tinsley made a motion to approve the minutes as presented; Councilman Attorney, and Deputy Koontz, Washington County Sheriff's Department. let the Pledge of Allegiance. seconded; thei motion passed unanimously. Pereschuk seconded; the motion passed unanimously. Mayor Green then noted there was: no correspondence. Mayor Green: noted there werei noi reports from thel Board ofElection Supervisors, BoardofZoning Appeals, History & Museum Board, Planning Commission, Land Use, nor Legal Counsel. Mayor Green presented the Sheriff's Report explaining there were 72 events, 6 reports, 1 arrest, 11 traffic stops, and the Resident Deputy attended 5 days of training in the month ofFebruary. Mayor Green then asked for Council Reports; Councilperson Yaukey had no: report, Councilman Pereschuk had no report on1 the pool, but informed thel Mayor there are several potholes in thet town at Clifton & Potomac, Sunset and Conococheague, and Artizan & Salisbury. The Town Manager will have the Public Works employees service these areas; Councilman Brown noted the gazebo has been painted and opening day for Williamsport Little League will be April 6; Assistant Mayor Grove had no report, Councilman Tinsley announced the sewer lining project is nearing completion, the crews have serviced several areas in town limiting inflow and infiltration; Councilman Braswell reiterated the opening day for Williamsport Little League and asked for Mayor Green provided his report outlining hel has attended several meetings since thel last meeting, the FY 23 audit is nearing completion, the town will be ordering fitness equipment for the parks, everyone tol be safe while traveling in the areas ofthel ballparks. and speed limit signs have been a topic of discussion the past few weeks. Mayor Green noted there is no Old Business. Mayor Green introduced proposed rate changes for the Springfield Barn. The pricing includes: Package 1 (Kalbfleisch Room and Bridal Suite for 1 day) - $800.00; Package 2 (Courtyard, Kalbfleisch Room, Bridal Suite, and Groom's Den) $1,550.00; Package 3 (Courtyard, Kalbfleisch Room, Bridal Suite, and Groom's Den for 2 days)-$1,850.00; Package 4 (Courtyard, Bridal Suite, Groom's Den, and Barn Upper Level for 1 day) - $2,250.00; Package 5 (Courtyard, Bridal Suite, Groom's Den, and Barn Upper Level for 2 days) - $3,250.00; Kalbfleisch Room - $450.00/day; Bridal Suite - $400.00/day; Barn Upper Level - $800/day, and a Cleaning Deposit fora any package-$250.00. Councilman Brown made ai motion to approve the new pricing options as presented; Assistant Mayor Grove seconded; the: motion passed unanimously. Mayor Green then provided for information only the concept of allowing Sunday rentals which would displace the Williamsport Community Band. There was no formal vote, but' Town Council had a consensus to allow this to occur. The Mayor and Town Manager will work with the Community Band toi identify alternate locations should the town schedule a Sunday rental. Mayor Green outlined a request to hold country line dancing in the Springfield Barn. The first event would be May 24, but would restrict the barn from being rented. The town would be given a percentage of the proceeds raised by the facilitators of these events. Assistant Mayor Grove motioned to approve allowing country line dancing in the Springfield Barn as scheduled through Mayor Green then explained that Public Works employee Haven Huntsberry was the only employee able to bet trained since thel March Work Session. Herequested Town Council authorize Haven to write tickets for parking violations. Councilman Braswell motioned to approve this request as presented; Councilman Tinsley seconded; thei motion passed unanimously. Mayor Green asked Town Council to formally introduce Ordinance 2024-01: Illicit Discharge Detection and Elimination. Councilman Tinsleymotioned to introduce the ordinance as presented; Mayor Green explained that consideration of the Maryland Rural Development Corporation (MRDC) contract renewal willl bel held thismonth and presented again at the April Regular Session. Mayor Green then explained a Work Session was held just prior to the Regular Session in which the Town Attorney outlined the procedures which must be followed step-by-step for the purpose ofannexing the area south of Sunset Avenue and east of Artizan Street with many houses along both streets being included in the plan to annex the area into the town. Councilman Brown made ai motion to move forward with the first step of the annexation plan; Councilman Pereschuk Councilman Pereschuk made a motion to adjourn the Regular Session; Councilperson Yaukey the Mayor; Councilman Tinsley seconded; the: motion passed unanimously.
