Town. of Williamsport Mayor & Town Council Work Session Meeting Minutes - January 8, 2024 On January 8, 2024, the Mayor & Town Council for the Town of Williamsport held a Work Session. Those members of the elected body who were present included Mayor William Green, Assistant Mayor Dennis Grove, Councilman Jim Braswell, Councilman Charles Brown, Councilman Ben Tinsley, and Councilperson Margaret Yaukey, Town employees in attendance were Chad Rooney, Town Manager; and Ed Kuczynski, Town Attorney. Mayor Green called the meeting to order at 6:30pm. Mayor Green prompted the Town Manager to open all submissions for Request for Proposals 2023-10 Byron Memorial Park Restroom Facilities Improvement Project. There was one submission by Advantage Landscape & Construction, Inc. in the amount of $62,976.40. The submission will be evaluated for completeness and presented for consideration at the next Mayor Green prompted the Town Manager to op all submissions for Request for Proposals 2023- 11E Engineering Services. There were four submissions from 1) Thrasher Engineering, Inc.; KCI Technologies; 3) Rummer, Klepper, & Kahl LP (RK&K); and 4) Engineering Architecture and Design Services (EADS). Trasher Engineering, Inc.'s submission did not seem to have a cost for services. All proposals will be evaluated, and a recommendation will be presented at the next Mayor Green presented the proposed dates for the Town Council to consider for the next Regular Session. The dates increased to 22 shows during the warmer months. The Town Council deliberated the frequency of Town sponsored shows and asked if it would be possible for the requestor, Jimmy Black, to hold one or two shows per month on the Town's behalf and the remainder held on behalf of his orgânization. Town Council further discussed the handling of money not being facilitate by the Town, rather by Mr. Black solely. This item will be on the Mayor Green and the Town Manager provided an update on the Federal Lands Access Program grant the Town has been a part of for nearly seven years. The Town Council expressed the residents' desire to have the road completed as soon as possible and the FLAP grant may no longer be an option. The general sense was the Town would no longer pursue meeting the grant's requirements and utilize American Rescue Plan Act money to pave the road itself. The Town could link itself with Washington County's paving contract to have this street overlayed. This item will be on the next Regular Session agenda for further discussion and consideration. Mayor Green and the Town Manager provided information on a Military Banner Program utilizing poles in Byron Park as this was the desire previously expressed by' Town Council. The cost of the banners is estimated at $105-115 and metal attachment mechanisms are approximately $76 or $230 for sturdier attachments. This item was discussed by Town Council, and it was the general sense to move forward with this program, but to have a better banner Regular Session.
