Legislation will be brought to Council for First Reading at the August 12th meeting, Second Reading and public hearing on September 9w. Mayor Rideout stated that he has asked if the Council Chambers could be used for Teen Court hearings. Captain Hinson elaborated regarding Teen Court and Council discussed Teen Court. She commented that it is wonderful to see that homeowners are taking Commission President. Lajan Cephas reminded everyone that thel Unity Festival will take place advantage of the sidewalk improvement program. this Saturday on Pine Street. Commissioner Harrington did not have anything to report. Commissioner Sputty Cephas recognized Mr. Kermit Travers. He provided background information on the life story ofl Mr. Travers, who passed away today. Commissioner Sputty Cephas would like to continue to remember Mr. Kermit Travers and his family. This will be the 116h home. The house is at 619 Wells Street. The dedication shared. Travers. ceremony willl begin at 9 a.m. and everyone is encouraged to attend. Closed Session Commissioner Sputty Cephas made a motion to goi into closed session pursuant to Md. Code Ann., General Provisions S 3-305(b)(1); to discuss personnel matters affecting specific individuals over whom the City Council has jurisdiction, Md. Code. Ann., General Provisions S3- 305(b)(7) and (8) to obtain legal advice from, and consult with, the Special Counsel regarding pending litigation. Commissioner Harrington seconded the motion, and it passed unanimously. The open session adjourned at approximately 6:30 p.m. Council went into closed session at 6:34 p.m. Mayor Rideout, Commissioner Harrington, Commissioner Sputty Cephas, Commissioner Roche, Acting City Manager David Deutsch and Assistant City Manager Brandon Hesson were present in person for the entirety of the closed session. Commissioner Atkiss and Commission President Cephas were present virtually for the entirety of the closed session. City Attorney Patrick Thomas was present for a portion oft the closed session. Special Counsel Mr. Thomas, Mayor Rideout, Council, Mr. Deutsch and Mr. Hesson discussed personnel matters affecting specific individuals and pending and potential litigation regarding a code Mr. Maloney then entered the closed session remotely. Council then obtained legal advice from, and consulted with, Mr. Maloney regarding the pending litigation with CWDI. Tim Maloney later joined the meeting. enforcement matter. Mr. Thomas then exited. Council reconvened in open session at 7:30 p.m. Mayor Rideout stated that there was discussion in closed session regardingi personnel and legal issues and that advice was sought from the City Attorney and Special Counsel regarding the same. Due to the complexity ofwhat he can and cannot report out. Mayor Rideout stated that he will need to prepare a written public statement for the next public meeting. There will not be a formal public statement from Mayor Rideout at this juncture.
