MINUTES CITY OF WESTMINSTER Mayor and Common Council Meeting Monday, August 12, 2024, at 7:00 p.m. 1838 Emerald Hill Lane, Westminster, MD 21157 YouTube Channel Link CALL TO ORDER Elected Officials Present: Councilmember Chiavacci, Councilmember Dayhoff, Councimember Hoff, and Council President Pecoraro. Mayor Becker and Councimember Gilbert were absent. Staff Present: City Clerk Barber, Director of Housing Services Brown, Director of Community Planning and Depo, Director of Recreation and Parks Gruber, City Administrator Imhulse, Chief of Police Ledwell, City Attorney Levan, Director of Human Resources Merritt, Director of Technology Services Moore, and STATEMENT FOR THE RECORD = CLOSED MEETING OF MONDAYJULY/22024 Council President Pecoraro stated in accordance with the General Provisions Article, Section 3- 306(c)(2) of the Annotated Code of Maryland, and without objection it is noted that the minutes of tonight's meeting reflect that Common Council met in a Closed Meeting on Monday, July 22, 2024, at 8:17 p.m. pursuant to General Provision Art., Section 3-305(b)(1) to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more: specific individuals and (b)(7) to consult Director of Public Works Summerhill. with counsel to obtain legal advice. The Common Council Council President Pecoraro welcomed and introduced Mr. Greg Wantz, President of the Westminster Municipal Band. President Wantz provided the Common Council with an update on the Westminster Municipal Band and some of their upcoming performances. President Wantz closed his comments by took official action during the meeting. The Closed Meeting adjourned at 9:45 p.m. thanking the Mayor and Common Council for their continued support. APPROVAL OF MINUTES Amotion was made by Councilmember Dayhoff and seconded by Councimember Chiavacci to approve the Mayor and Common Council Meeting minutes of. July 22, 2024, and the Mayor and Common Council Closed Meeting minutes of July 22, 2024. 1 VOTE NAYS: None. CONSENT CALENDAR AYES: Councimember Chiavacci, Councimember Dayhoff, and Councimember Hoff. A motion was made by Councilmember Hoff and seconded by Councimember Dayhoff to approve the Consent Calendar, which consisted of the following: Award of contract with Keller Brothers to piggyback on Howard County Contract No. 4400004112 for renovations of City Park Restrooms, with a maximum cost of $109,000.; Approval to waive competitive bidding for good cause under Westminster Code Chapter 36 Procurement and Contracts" Subsection 36-4 Specific Regulations for the installation of 2024 holiday lights with Choice Planting Inc., of Glen Burnie, Maryland in the total amount of $49,290.00; Approval of Change Order to Ram Jack Contract with Ram Jack Corporation for remediation of the chemical building in the amount of $73,812.66; Approval to waive the competitive procurement for good cause, under the City of Westminster Code Chapter 36 " Procurement and Contracts" Subsection 36-4 Specific Regulations to purchase Gorman Rupp Pumps from Envirep to replace pumps at Pump Station No. 15 (814 Pool Road, Westminster, Maryland 21157) in the amount of$127,715.00. Councilmember Dayhoff, on behalf of the Arts Council, encourage all to go to the Arts Council's website Councilmember Chiavacci on behalf of the Public Safety Committee, noted that on Tuesday, August 6, 2024, that Westminster Police Department members participated in the annual National Night Out events in neighbornoods throughout the City. Councimember Chiavacci closed his report by reporting that on Wednesday, August 7, 2024, that Officer Hinds was sworn in as Westminster Police Officer. Councimember Dayhoff thanked the Westminster Police Department for all efforts and support of the Approval of Sole Source Purchase for Cellular Meters with Badger Meter USA in the Amount of Amotion was made by Councimember Chiavacci and seconded by Councimember Dayhoff to approve the sole source purchase for Cellular Meters with Badger Meter USA in the amount of $450,000. Director of Public Works Summerhill provided the staff report on the item. City Administrator Imhulse and Director of Public' Works Summerhill responded to questions of clarification given by the Common COUNCIL COMMENTS AND DISCUSSION National Night Out events held on Tuesday, August 6, 2024. AYES: Councimember Chiavacci, Councimember Dayhoff, and Councimember Hoff. 2 Approval to Purchase a Pickup Truck (Ford F350) from Apple Ford located at 8800 Stanford Amotion was made by Councilmember Dayhoff and seconded by Councimember Chiavaccit to approve the purchase of a pickup truck (Ford F350) from Apple Ford located at 8800 Stanford Boulevard, Columbia, Maryland at a total cost of $79,535.00. Approval of Wickersham Change Order No. 1a and Change Order No. 2 A motion was made by Councilmember Dayhoff and seconded by Councimember Hoff to approve the Wickersham Change Order No. 1 and Change Order No. 2 in the total amount of $189,815. for the Wakefield Valley Park Event Pavilion and Community Building project. Director of Recreation and Parks Gruber provided the staff report and responded to questions of clarification given by the Common Council on the item. VOTE NAYS: None. DEPARTMENTAL REPORTS Recreation and Parks Director of Recreation and Parks Gruber noted that the work has been completed at City Park on the Pickle Ball Courts. Director of Recreation and Parks Gruber noted that Westminster Pool Memberships were now being offered at a 50% discount for the month of August. Director of Recreation and Parks Gruber closed her report by providing dates and highlights for the upcoming City events. Department of Public Works City Administrator Imhulse welcomed Director of Public Works Summerhill to the meeting. Director of Public Works Summerhill provided an update on the City of Westminster Main Street Water Main Replacement Project. Director of Public Works Summerhill closed his report by providing an update on the tree trimming project that is taking place along Main Street. Technology Services Human Resources Risk Coordinator position. Director of Technology Services Moore provided an update on the projects the department is handling. Director of Human Resources Merritt reported that the City of Westminster had filled the Safety and Community Planning and Development Director of Community Planning and Development Depo gave the following report: On August 6, 2024, the Board of Zoning Appeals' approved Case 24-04, an application requesting approval for an additional 45.56 sq. ft. of signage for Outback located at 245 Baltimore Boulevard. 3 OnA August 3, 2024, the Historic District Commission: Reviewed the demolition permit and approved the structural report for 177 Pennsylvania Avenue (McDaniel College). There is currently no plan to develop the property. Reviewed and recommended approval of proposed awnings, on the rear façade of 117 Discussed and approved attending the Celebrating America Fall History Expo on Discussed the Historic District Inventory Project and the Nation's 250th Anniversary. East Main Street (Lutheran Social Ministries of Maryland). October 5, 2024, at Explorations Commons. Director Depo closed his report by reporting that the Planning and Zoning Commission meeting scheduled for August 15, 2024, is being rescheduled to August 29, 2024, with the purpose of holding a work session for two residential projects: The Willows, located at northeast of Pennsylvania Avenue/Sullivan Road and Sunny Place Condos located at 222 East Green Street. Director of Housing and Preservation Services Brown provided a status update on the City of Chief Ledwell noted that the Bishop Garth Neighborhood National Night event was rescheduled for Department of Housing and Preservation Services Westminster Rental Housing Licensing Program. Westminster Police Department (WPD) Tuesday, August 13, 2024, from 5:30 p.m. until 7:30 p.m. CITIZEN COMMENTS Mayor and Common Council. Council President Pecoraro advised that residents may submit any comments to the following email address: comments@westminsternd.gov. He noted that all emails received would be shared with the Mr. Greg Wantz, President of the Westminster Municipal Band, addressed the Common Council regarding the proposed project (Wakefield Valley Event Facility and Pavilion) at the Wakefield Valley Park.
