Mayor Thiess recommended approval, pointing out that the cranes that are visible when driving by are associated with the pile driving operation that has already been approved. He noted that we have an approvable site plan for Stow and Go, but they. will apply for a variance for landscaping on the east side. Applicant Jeanette Bowen has reached out to other zoning authorities in the area and was able to show that each local governmental body would allow it in some commercial zone. She stated that RMB Crane Mrs. Van Hekken commented that approving this business would open the floodgates for similar ventures in other parts of the Village. Mayor Thiess responded that the purpose of the moratorium is specifically to be able to craft language preventing these uses in other' Village areas. Mr. Langel stated that the license should be restricted to only the former Top Notch property, and Mr. Ritter asked how we would keep it from spreading over to the other Paul Sinnott of 3111 N. Indian River Drive asked if a limit on the number of cranes could be imposed. Anne Sinnott of the same address implored the Board to deny the occupational license, based on provisions of our charter in 1961. As far as entertainment, he described his restaurant operation as similar to many other local restaurants, like Pineapple Joe's, with al band inside providing entertainment for the bar and restaurant. Mr. Peterson confirmed that adding this sort of entertainment in a restaurant with bar would not impose different requirements from the building code perspective. Page 3 of5 Mr. Neill stressed the need for a new site plan including landscaping and an evaluation of drainage, commenting that this was also discussed with Mr. Smith during a Board meeting in 2018. He noted that the only remedy if a site Mr. Smith requested a signature from Mayor Thiess on zoning compliance sO that requirements for a liquor license could be fulfilled. Mr. Smith confirmed that the license would require that at least 51% of income would be from sale of food. Mr. Neill confirmed that, except for the liquor license and the annual Permanent Food Service license, the documents appear to be complete and that a restaurant with a bar component is a permitted use in the Village, presupposing that the operation would be inside the structure and the hours Anne Sinnott asked about the noise ordinance and outdoor music, commenting that in the past with Norris' all activities were confined to the interior of the restaurant with respect to the fact that iti is situated in an R-1 single family residential area. PROJECT DESCRIPTION The Stow & Go Storage facility is owned and operated by Haynes & Son Holdings LLC. It is conveniently situated on the eastern side of US Hwy-1, approximately one mile north of the Intersection of US Hwy 1 and SR-A1A. The establIshment will be developed utilizing the remnants of a previously demolished building and the existing boat maintenance facility, aiming to provide comprehensive storage solutions for boats, recreational vehicles. (RVs), and other similar items. The planned enhancements for the site encompass the refurbishment of the existing asphalt pavement, the utilization shell rock base to stabilize the old building footprint, andt the establishment of an on-site stormwater drainage system to ensure water quality anda accommodate thet fulls storage capacity oft the 100-year, 1-day storm event. Additionally, the site presently incorporates a 2601 linear foot exfiltration trenchy with two inlets. PROJECTSITE Image oblained from Google Earth. EXISTING SITE The subject site encompasses 3p parcels ofl land totaling 5.08 acres of land, situated to the east ofUS Hwy- 1.It benefits from convenient accessibility via three FDOT driveways that connect directly to US Hwy-1. According to historical aerials and public records, the site was originally developed prior to 1992 and subsequently subdivided in 2009. In 2007, the bullding on the premises was demolished, resulting in the presence oft the existing asphalt pavement and drainage inlets, For a comprehensive understanding oft the existing site conditions, please refer to the provided aerlals and existing conditions maps on Sheet EX-1. The current site drainage involves four sub basins according to the historical dralnage patterns of the original site, Sub-Basin' "A" drains 1.35 acres towards the northeast corner retention area and lowest point on site. This flow causes flooding in that section during significant storm events. Sub-Basin "B" historically drains 1.21 acres to the south draining into two existing inlets connected by exfiltration trench, effectively preventing any flooding during significant storm events. The Sub-Basin "C" drains 0.39 acres westerly into the pervious area on-site, The Sub-Basin "D" drainages the remaining 2.13 acres to three storm inlets, these inlets are not included in this analysis since no changes were madet tot this area.AS Sub-Basin mapi is From the Geotechnical: report provided by Andersen Andre Consulting Engineers, Inc. (AACE). Itwas found that the ground was table was lower then 72 inches from existing grade. This was from hand augers done on 4/12/2022 onsite. These finds are correlated from the USGA Soils Map also estimating the ground water to be deeper then 801 inches. With the average ground elevation fort the site at 30.65ft NVAD and both the estimated water table elevations be deeper the 72 and 80 inches. The estimated control elevation was set 2.2. EXISTING SITE DRAINAGE provided in Appendix D. 2.3. CONTROL ELEVATION as 23.17fNVAD. 3. PROPOSED CONDITIONS 3.1. PROJECT DESCRIPTION The proposed improvements for the site will be to stabilize the old building footprint with an impervious section consisting of 8" shell rock base (LBR 100); and 12-stablized-s subgrade- (LBR-40) to allow- for boat/RV storage, an on-site stormwater drainage area to treat water quality in the northeast corner, and perimeter fencing and landscaping. The water quality treatment volume will be mitigated by the retention area int the East and the exfiltration trench ini the middle of the site. See the proposed site plan, on Sheet Table 1 shows a breakdown of the proposed land use compared to the existing land use for the site. The drainage features of the area outside oft the stormwater management area will not be alteredi from existing conditions. This is why the table below 3.83 acres in total compared. to the overall 5.08 acres, The pond S-1, fort the layout of the future site. 3.2. LAND USE bottom for the proposed retention area is at elevation 27.0fh-NAVD. WATER QUALITY Water quality storage is provided fort the sitel based on the greater of1 1 inch of rainfall over the project area or the total runoff of 2.5 inches times the percent impervious. Net impervious area was assumed to be inclusive of the existing pavement area, the gravel storage area, and the open space, The required 0.32 ac-ft of storage will be provided in the proposed retention pond based on the 1-ich over project area. Calculations are provided in Appendix C. 3.4. STORMWATER RUNOFF VOLUME storms were analyzed. The proposed site conditions have a net neutral generation of stormwater runoff. The following design Ther minimum road crown elevation will be above the 5-yr/1-day. STORMWATER DESIGN ELEVATION The proposed dry retention. area is sized to contain the required water quality volume for the site. The storage area will be set at or above the peak stage from the 100-year/1-day storm event. The 50% treatment volume and 90% runoff volume are recovered 0.061 days and 0.16 days, respectively. The soils were to found tol be ar mixture of poorly graded sands ranging from dark gray tol light brown, with trace amounts of rock fragments found within the Oto 32 inch range. Orange-brown poorly graded sands with at trace amount of clay was found within the 10t072 storm event. Appendix C. FINDINGS Soil Hydraulic Conductivity Tests The soil hydraulic conductivity (exfiltration) tests were performed in accordance with methods described in the South Floridal Wateri Management District (SFWMD) Permitinformation Manual. Pavement Core The pavementcoring was performed using a 4-inch diameter core barrelandal hand (bucket) auger so asto determine the thicknesses of the various elements in the existing pavement section (i.e. asphaltic wearing surface, base course and: subgrade solls) to a depth of 41 feet below the asphalt surface. Following the coring and hand augering, the borehole was backfilled with accumulated soil cuttings and the core hole was filled with asphaltic "cold-patch" material. Inb brief, the pavement core (PC-1)encountered: 1941 inches of asphaltover 8%1 inches ofl lightbrown coquina rock, in turn followed by light brown fine sand (AASHTO'A-3') to a depth of 41 feet below grade.
