Minutes Regular Meeting August 10, 2023  Commissioner Present: Commissioner Paul Sheddan, Mayor Commissioner Steve Remke Commissioner Dan Albers Commissioner Sharon Rudd Commissioner Paula Bell City Manager Zoe. A Mansfield Meeting called to order at 6:00 pm Pledge of Allegiance led by Mayor Sheddan.  Motion to adopt minutes of CRA and Regular Meeting July 13, 2023 made by Commissioner Wayne Conrade introduced to the commission Delmus Calloway owner of Capital City Water Services whom Wayne asked that the service agreement the city has with Southern Water Services be transferred to Capital City Water Services, because Mr. Conrade is going into Motion to transition contract from Southern Water Services to Capital City' Water Services effective September 1, 2023 made by Commissioner Dan Albers. Second by Commissioner Shadrach Hines with Waterfronts Florida Partnership the Brewfest will be held on October 28th and asked permission to use Innovation Park for primary parking, he requested for road  Paula Bell. Seconded by Commissioner Steve Remke.  consulting services.  Sharon Rudd. All in favor.  closures, and waving of the $100.00 festival fee.  Motion to allow use Innovation Park, road closures and waving of $100.00 festival fee made by Commissioner Paula Bell. Seconded by Commissioner Steve Remke. All in favor. Motion to approve Robert Gee's proposed addition on existing building made by Commissioner Mayor Sheddan read into the record Resolution #2023-03 A Resolution of the City of St Marks  Paula Bell. Seconded by Commissioner Steve Remke. All in favor.  Changing All Utilities Fees.    Motion to adopt Resolution #2023-03 as written without raising tapi fees and garbage fees made by Commissioner Dan Albers. Second by Commission Paula Bell. Commissioners Sheddan, Albers, Bell, and Rudd vote yea. Commissioner Steve Remke vote nay. Motion carries 41 to1. Commissioner Remke spoke with selected candidates and made sure they were in good standing with the Florida Bar Association. He recommended Bill Garner attorney-at-law for the Motion to hire Bill Garner as city attorney with city mayor and city manager executing the contract with Mr. Garner made by Commissioner Steve Remke.
