SNEADSTOWN COUNCIL REGULAR MEETING OCTOBER 10, 2023 The Town Council of the Town of Sneads, Florida, met in a regular session at the Sneads Town Hall on Tuesday, October 10, 2023, at 6:00 p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, Tony Money, George. Alexander, Angela Locke and Donovan Weeks, Council Members Daniel Cox, Attorney Lee Garner, Town Manager Tyler Weeks, Police Chief Sherri Griffin, City Clerk Danielle Guy, Deputy Clerk And the following were absent: All stood for the Pledge ofAllegiance. Financial Statements and Budget Review Summary Agenda #4, MOU with. Jackson County Sheriff Regarding Dispatching. Members oft the. JCSO were present to discuss the MOU between them and the town regarding full-time dispatching. After discussion, Tony Money made a motion to approve the concept ofthe agreement oft the MOU, but to allow the Attorney, Manager and Chief to meet with the Sheriff to clarify some of the content. Donovan Agenda #5, Update on Local Bill for Sports Complex Property. Consultant Andrew Kalel, talked about attempts to obtain Adam Tucker Wilson Park. He stated that the Legislative Delegation has approved the submittal ofal local bill ini the next session for the State to give the property to the town. The action Agenda #6, Update from Army Corps regarding property adjacent to Sneads Park. Mr. Kalel stated that the Corp Real Estate personnel stated that the land could be provided to the town under a non- concession lease. The town is going to continue the process required to obtain this land. Agenda #7, Update on WWTP Operations. Scott Gosnell, Treatment plant Employee, reported the progress that has been made since the recent personnel changes. He stated that lower bills, fewer repair bill, are saving the town thousands ofdollars. He also gave an update on the mosquito program, as Weeks seconded. He stated the town score 58/69, and we should get funded. He stated he was looking into a grant for Electric Charging Stations. Tony Agenda #12, Police & Fire. Chief Weeks presented the department's: activities log and informed the Agenda #13, Council Members. Donovan Weeks asked about the south-side of the WWTP being mowed and allowing someone to get the hay. He also asked about the two buildings being demolished/ repaired at the plant from the hurricane. He was informed that they were part ofthe back log of FEMA. Mr Week also asked that we make contact with Hatton House regarding rental and maintenance problems. Mr Weeks stated that in an effort to make the town more welcoming to visitors he would like us to come up with an idea, something like a sunflower patch. Aj place that would attract people to want Tony Money thanked the Fire Department for the recent ISO Inspection. He stated that he wasn't happy with the performance of the town manager and had been receiving complaints from citizens. He said he thought it would be best ifMr Garner would retire, and to let Council know at the next meeting. Mike Weeks stated he had asked Jason Johnson to look into getting quotes for TV or projectors for the Council room to be able to make presentations. PURPOSE** This Memorandum of Understanding (MOU) outlines the agreement between the. Jackson County Sheriff's Office (JCSO) and the Town of Sneads for emergency police dispatch services. **2. RESPONSIBILITIES": 2.1. **Jackson County Sheriff's Office (JCSO):** ICSO agrees to provide emergency police dispatch services for the Town of Sneads Police Department for all calls coming into the Public Safety Answering Point (PSAP) through emergency 911 trunks and all emergency calls for service that originate from official JCSO administrative circuits. 2.2. **Town of Sneads:** The Town of Sneads agrees to pay an annual cost of $21,090.00 for the provided dispatch services. The municipality agrees that any non-emergent administrative calls shall be answered and handled by the Police Department or Town Hall during normal business hours. **3. PAYMENT TERMS** The annual cost of $21,090.00 shall be payable in 1/12ths installments, with the first payment due on December 1, 2023, and subsequent payments on the first day of each month thereafter. **4. TERM** This MOU shall commence on December 1, 2023, and shall remain in effect until terminated by either party with a 30-day written notice. We had a good meeting with the Chief of Real Estate for the Army Corps of Engineers last Wednesday, where we discussed several aspects of the Town acquiring a lease on the property next to Sneads Park. She is to provide us with a response detailing some of the things we can and cannot do at the property, which I will provide each of you. We have also prepared al local bill that Senator Trumbull and Representative Abbott have both assured us they will file to obtain property at Adam Tucker Park from the State of Florida. Section 5. Repeal of Conflicting Ordinances. All ordinances or parts of ordinances of the Code of Ordinances of the Town of Sneads, in conflict with the provisions of this Ordinance are hereby repealed to the extent ofsuch conflict. Section 6. To make the Town of Sneads Comprehensive Plan available to the public, a certified copy oft the enacting ordinance, as well. as certified copies oft the Sopchoppy - Comprehensive Plan and this amendment thereto, shall be located in the Office oft the Clerk. Copies shall be made available to the public for a reasonable publication charge. City Section 7. Effective Date. This Ordinance shall become effective as provided by law. K9 Boots was donated to us from Southeastern guide Dogs and is adapting great in her new role. Officer Price was selected as the K9 handler and has already started training with Boots on Narcotic detection. Our department has been able to receive multiple off duty details for our Officers to work for extra money during their off time. These include traffic details, FSU football games, and security over a solar farm. These details are important as they help our Officers financially, boost morale in the department, and does not cost the Town a dime. As a small department we are proud to have Mutual Aid with large agencies such as FSU PD, Tallahassee PD, and Panama City Beach PD SO that our Officers have the opportunity to work details that most small As always our department stays focused on the safety of our Town, if there is anything that should be brought to our attention such as extra patrol, drug issues, suspicious persons, etc. please let us know. departments don't get the chance to participate in.
