SNEADS TOWN COUNCIL BUDGET WORKSHOPSPECIAL MEETING AUGUST: 29, 2023 The Town Council oft the Town of Sneads, Florida, met in a budget workshop/ special session at the Sneads Town Hall on Tuesday, August 29, 2023, at 5:00 p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, Donovan Weeks, George Alexander, Angela Locke and Anthony Money; Council Members Lee Garner, Town Manager Tyler Weeks, Police Chief Sherri Griffin, City Clerk Danielle Guy, Deputy Clerk And the following were absent: Daniel Cox, Attorney The purpose oft the meeting was to discuss the budget for the fiscal year 2023-2024. One oft the main topics up for discussion was the Police Department dispatching. SheriffD Donnie Edenfield was present to discuss the County's new system going into effect April 2024. The county's new system is going to be combining both their police and 911 systems together. Therefore, they will not be able to just do our midnight dispatching since our dispatching system is not going to be the same as theirs. The cost to get on theirs would be extremely costly. However, the county has offered to take over: full-time dispatching to the cities at a yearly cost ofa breakdown depending on the usage of each city. Towns would be $21,100. Ifv we decide not to go with this option then the town would have to go back to 24/7 dispatching come. April 2024, at the town' 's cost. The Council thanked the Sheriff and said they would have to see what the budget would allow and would let him know what the town decided. Council all agreed that they wanted to keep dispatching if possible. They stated they wanted Mr. Garner, Mrs Griffin, Mrs Guy and ChiefWeeks to get together and to try to make that possible. Mrs Griffin informed Council that she had to transfer $40,000 from General Fund (ARPA Fund) to Next Budget Hearing/ Special Meetings are scheduled for September Sth and September 13th at 5:01pm. Water/ Sewer Fund. This is due to W/S running SO tight on funds. All agreed. Donovan Weeks made ai motion to adjourn at 6:55 pm. Due to not getting many of the revenue and expense numbers from some of our vendors today, Ihave not been able to compile a complete draft budget but based on what concurrences are presented tonight, Iwilll have a complete projected budget to review this Thursday evening at 61 PM. In addition to the budget hearing, Town Attorney Cox has requested a called meeting, before or after the budget work session, to make another presentation regarding more changes to contract for Lift Station No. 4. We will publish the meeting notice. 2. Each council member received a memo to Danielle Guy regarding a water problem and payment at 1986 Penny Lane. Ihave made arrangements for this to be taken care of Friday, September1,2023if 3. Due to the uncertainty regarding which was the Police Dispatch situation goes, I have a couple of suggestions as to best handle the situation financially for the Town to adopt. Sheriff Edenfield called me today and stated he was not trying to push something on us, but due to future operational changes, he asks council to really look over the proposal.! Ican go into detail as we get to that portion of the discussion tonite. Ihave attached to this memo some items for discussion and you can: see our salaries this year are not breaking the bank, but other increases are a culprit, although this salary difference does not help the situation. Another large expenditure is the increase of over $80,000 in propertyi insurance. Our health and other insurance stayed the line, Thank God,. We discussed several months ago about the need to raise some revenues. In this budget is an increase of1 mill, or $40,000 in property taxes and some recommended changes to our charges we charge customers for various services and fees. they can come up with $300 and authorization for.
