WHEREAS, the fiscal year 2020 tentatively adopted millage rate is 3.50 mills, which is greater than the roll-back rate of 3.3285 mills and therefore represents a 5.15% increase from the roll-back  rate; and  WHEREAS, the Pinellas County Property Appraiser has certified the 2019 Gross Taxable Value for the City of South Pasadena,  Florida to be 9655,653,084; and  WHEREAS, the City Commission has determined that a General Fund Fund Balance Reserve of between six (6) and nine (9) months operating expenditures is adequate to cover any unanticipated  emergency needs of the City; and  WHEREAS, the projected General Fund Reserves for September 30, 2019 is expected to be approximately six months of operating  expenditures; and  WHEREAS, adopting the millage rate of 3.50 mills will help maintain the General Fund Reserve at the targeted six to nine  months in operating expenditures.  NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of South Pasadena, Pinellas County, Florida, as follows: SECTION 1: That there is hereby levied a millage rate of 3.50 mills for ad valorem taxation of property within the corporate limits of the City of South Pasadena, Florida, for fiscal year  2020.  SECTION 2: That the Finance Director shall be authorized to administratively adjust the millage rate as provided by Florida Statute upon notice of revised gross taxable value of 1% or greater from the Property Appraiser for Pinellas County, Florida, such that  the dollar levy remains constant. Prior to this change, Subrecipients who did not have an Amendment, or the original Subgrant Agreement tied toa newly obligated Project(s) were required to sign ai new. Amendment and wait for the. Amendment Under these changes, the payment process will become more streamlined, allowing Subrecipients to receive Project funding quicker. Newly obligated Small Projects that have completed the. Accuracy Review in FloridaPA.org (FLPA) will be eligible for payment immediately. For Large Projects, Subrecipients will: now be able to enter al Request for Reimbursement (RFR) for completed Project work as soon as the Project has completed the Subrecipients who currently have unexecuted. AGREEMENT BETWEEN THE DIVISION OF EMERGENCY MANAGEMENT AND  SOUTH PASADENA, CITY OF  This Modification is made and entered into by and between the State of Florida,  Division of Emergency Management ("the Division") and  South Pasadena, City of ("the Original Agreement").  Sub-Recplent), to modify Contract Number Z1167 which began on 2017/09/04 WHEREAS, the Division and the Sub-Recipient have entered into the Original Agreement, pursuant to which the Division has provided a Subgrant to Sub-Recipient under the Public Assistance Program, including the payment of the original amount of the first obligated WHEREAS, when the Sub-Recipient desires to request funds from subsequently obligated project worksheets, the Sub-Recipient must modify the Original Agreement to include WHEREAS, these Subgrant Agreement Modifications are performed through a fully WHEREAS, these Modifications unnecessarily delay the reimbursement process; and, WHEREAS, the Subgrant Agreements executed for Hurricane Irma (DR4337), are the only Subgrant Agreements that require these Subgrant Agreement Modifications.
