SNEADS TOWN COUNCIL REGULAR MEETING FEBRUARY9,2021 The Town Council oft the Town of Sneads, Florida, met in a regular session at the Sneads Town Hall on Tuesday, February 9, 2021 at 6:00 p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, Alton Ranew, and George Alexander; Council Members Daniel Cox, Attorney Mike Miller, Police Chief Sherri Griffin, City Clerk Danielle Guy, Deputy Clerk And the following were absent: All stood for the Pledge of Allegiance. Mr Garner asked for approval ofa agreement 2021-0lwith Melvin Engineers for $13,000 to submit FDEP WWTP Permit Renewal. This is retroactive since we received it late and had to get it done. George Alexander made a motion to approve the agreement for $13,000 with Mclvin as presented. Mr Garner asked for authorization to approve SRF amendment 1 to Loan. Agreement WW320520. This gives us a longer time limit to turn in hurricane damage items. Alton Ranew made a motion made a motion to authorized Mr Garner to approve the SRF the amendment to the SRF loan as presented. Mr Garner: informed Council that the Florida League of Cities and Attorneys had come to a settlement agreement in the Wright/Town case and need Council's agreement with it. He stated that this was in no way an admission of guilt, just a settlement, SO that it didn't go any further before a court. Alton Ranew made a motion to agree with the settlement as present. George Alexander seconded.. All voted RFP's for the Gazebo and the Health Dept Hurricane Michael repairs were presented to the Council for approval. Mr Garner presented his managers' report as follows: (See Attached) He stated he had received several quotes for pole barns to go where the pavilion was at the ball park. (See Attached). After discussion George Alexander made a motion to go with purchasing the pole barn kit from Beauchamp' s and having the inmates put it up. He stated that we are having a strategy meeting with our consultants and Melvin on February 23rdt to assess what is still pending and plans for completion of projects. He stated that ChiefMiller was able to secure ai replacement vehicle from the City of Auburndale Police Department to replace one of our current ones at no cost. Rick Pettis with Melvin Engineering stated that the Town ofs Sneads made it to the next level in the Stormwater Infrastructure Upgrade Project, with that being said we will have aj pre-site visit conference and need approval things coming up. (See Attached). At the recent Economic DevelopmentTDC meeting I was informed that the request for installation of floating docks at Sneads Park had not been approved under the CARES. Act funding and the TDC would continue to solicit funding assistance with that project. I will keep an eye open for funding also. I hope in the next sixty (60) days to have a general updated plan for consideration of the Sneads Park upgrade for you. 7. Iam happy to report that the City ofTallahassee Electric Department came on Tuesday and repaired/adjusted the lights at the varsity baseball field and replaced bulbs. Itis a priority with the Governor's office. He noted that the appropriations focus right now is on agriculture and environmental concerns; although with the changes in the administration much is still up in the air. There are serious talks among house Democrats to bring back earmarks. Infrastructure will also a focus, including rural broadband. Deregulation is probably out and taxes are likely to be raised, including corporate tax rates. Transportation will be a big issue, especially that Counties & cities should be sure their projects are actually shovel ready. Franco recommended they take a serious inventory of projects and sites and decide which they could begin immediately, and which could connect to other projects since larger, more Jim Dean commented that Tort Reform was of great importance, especially with COVID concerns. He also noted that rural housing was of concern to our region. USDA offered assistance but they were extremely short-staffed and were sending applications to other Mike Grissom said that COVID liability will be a big issue this year, which will be very important for local business. Nearly $100K in grants were awarded with the maximum award set at $10K, Calhoun County's grant period is still open, thus far 16 applications have been reviewed and around $48,000 awarded. The maximum award there is $7500. Jackson County's grant period was open the longest with 45 applications reviewed. The maximum award in Jackson is $20,000 with $475,000 in grants awarded. It was important to the counties to do whatever we could to help these businesses qualify for assistance. The grant programs showed great need in our region. Businesses are stretched very thin and many still need help. Baker encouraged the group to shop local.
