CITY COUNCIL REGULAR MEETING MINUTES JULY 19, 2023 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, July 19, 2023, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor David Vigliotti, Councimember Mark Boyd, Councilmember Jodi Rozycki, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Mindy Gibson was absent. Councimember Rozycki led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) PRESENTATION OF PROCLAMATION DECLARING JULY AS Councimember Rozycki presented the proclamation to Cassie Warthen, Recreation PROMOTIONS Frenghter/Paramedic Tristan Miller. CITIZEN COMMENTS City Resident, John Pope, spoke regarding the issue of yard waste not being picked up throughout the City. He expressed appreciation to City Manager Barker and Jessica Kennedy, City Communications Manager, for their work on improving the situation and City Resident, Kathleen Arcarola, expressed concern over golf carts crossing A1A, the results of a FDOT traffic study and portions of the proposed parking services agreement. trying to educate the public on the proper way to dispose of yard waste. CITY COUNCIL COMMENTS Councimember Rozycki congratulated Bobby Pruett, who was named Principal of the Year, Beachside Little League Softball All-Stars 12U team, who won the Division 2 Championship and the Softball All-Stars 8U team, who won the Division and Sectional Championship. She also congratulated City Manager Barker and Councimember Mindy Councilmember Boyd expressed appreciation for the work that the City employees have done on ensuring that the beach accesses were open sO quickly after last year's storms after visiting another area in the State where the accesses are still not open. He spoke regarding a podcast that he listened to regarding a book entitled, "Municipal Fiscal Crisis," and spoke regarding the challenges that municipalities face during the budget process. CITY MANAGER REPORT City Manager Barker announced the upcoming City Business Networking Event and the next Lunch and Learn City Speaker Series, which is about the City Budget. She announced the Budget Workshop taking place on July 26. She congratulated Bobby She announced that Councimember Mindy Gibson has signed up for the Florida League ofCities Federal. Action Strike Team (FAST). She spoke regarding an email she received from FPL about a rate decrease. She spoke regarding issues that have been occurring with Waste Management and explained that, in the past, they had picked up small piles ofyard waste, but duet to a hiring shortage, they are discontinuing this service. She spoke regarding a letter that the City will be mailing to all Satellite Beach residents that explains how residents should dispose of yard waste. She stated that the City will be putting out dumpsters in the City Hall parking lot during the first week of November and first week of March for residents to use to dispose of large bulk items. She addressed a study done ACTION ITEM: She provided an overview of the City Council's Goals for Fiscal Year 23/24. Councilmember Boyd requested a goal be added that addresses public safety. The City Council provided consensus to approve the City Council Goals as presented Pruett on his award. by FDOT regarding traffic crossings on A1A. with Councimember Boyd's addition. (TIME: 6:44P.M.) DISCUSSITAKE ACTION ON PROVIDING DIRECTION TO THE BEAUTIFICATION BOARD ON MPROVEMENTS AT CROTTY PARK Beautification Board Chair Mike Badarack presented background information on the item. The City Council provided consensus for the Beautification Board and City staff to move forward with putting together an engineering concept plan for landscaping and grasscrete (TIME: 7:17 P.M.) DISCUSSITAKE ACTION ON INTERLOCAL AGREEMENT BETWEEN THE CITY OF INDIAN HARBOUR BEACH AND THE CITY OF SATELLITE BEACH REGARDING THE INDIAN HARBOUR BEACH POLICE DEPARTMENT Police Chief Jeff Pearson provided background information on the item and Indian Harbour Beach Police Chief Dave Butler provided additional information. BEACHSIDE VICTIM ADVOCATE PROGRAM ACTION: Councimember Boyd MOVED, SECOND by Councimember Rozycki, to approve interlocal agreement between the City of Indian Harbour Beach and the City of Satellite Beach regarding the Indian Harbour Beach Police Department Beachside Victim Advocate Program. DISCUSSITAKE ACTION ON APPROVING THE FIRST AMENDMENT TO AND ASSIGNMENT OF DEVELOPMENT AGREEMENT BETWEEN THE SATELLITE BEACH COMMUNITY REDEVELOPMENT AGENCY AND DOUBLES HOAGIES, INC. City Manager Barker provided background information on the item. Councilmember Boyd expressed concern over the proposed extension for the timeline for the solar requirement and spoke regarding increasing the amount of the liquidated damages if the requirement is not fulfilled at the end of the two years. ACTION: Councimember Rozycki MOVED, SECOND by Vice Mayor Vigliotti, to approve first amendment to and assignment of development agreement. VOTE: 3-1. DISCUSSITAKE ACTION ON PARKING MANAGEMENT AGREEMENT BETWEEN THE CITY OF SATELLITE BEACH AND PCI MUNICIPAL SERVICES, LLC, AND AUTHORIZE THE CITY MANAGER TO EXECUTE Councimember Boyd spoke in support of having a three-day period for processing all permits. Mayor Osmer asked for citizen comments; there were no comments. ACTION: Vice Mayor Vigliotti MOVED, SECOND by Councilmember Boyd, to approve parking management agreement between the City of Satellite Beach and PCI Municipal Services, LLC and authorize the City Manager to execute.
